About the Position:Serves as a Financial Management Specialist in the Garrison Resource Management Office (RMO), Financial Operations Branch. Applies an extensive knowledge of generally accepted accounting theories, principles, and practices along with sound knowledge of computer operations and systems to perform a wide variety of financial, budgetary, and analytical tasks.

Duties

Serve as a Financial Management Specialist in the Garrison Resource Management Office (RMO), Financial Operations Branch. Applies technical knowledge in analyzing transactions, accounts, and reports and in identifying and resolving routine issues. Interpret budget directives and fiscal regulations and makes recommendations as to plans, policies, and programs. Serves as the Garrison Lead Defense Travel Administrator of the Defense Travel System (DTS). Interpret budget policy, coordinates and plans budget services, management of resources, and forecast of budgetary trends and activities. Serves as the Primary Garrison POC for CONUS and OCONUS PCS Travel.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is a Financial Mangement Level 2 Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending10 United States Code, section 1599d.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

Current Civilian Employees of the Organization In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) utilizing various financial systems (such as General Fund Enterprise Business Systems (GFEBS) and Defense Travel (DTS) to initiate reports, perform research, analyze financial transactions or adjustments, or resolve financial data discrepancies; 2) gathering and analyzing financial program data to verify accuracy and compliance with policies and procedures; and 3) maintaining, evaluating, or improving automated financial systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Decision SupportFinancial Management AnalysisFundamentals & Operations of Finance Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
