This position is part of the International Development Finance Corporation, Office of Equal Opportunity, Diversity, and Inclusion (OEDI). As a Equal Employment Specialist you will be responsible for enhancing the Equal Opportunity, Diversity, and Inclusion (EDI) strategy and programs to help the agency maintain a model EEO program and meet DEIA government-wide standards..

Duties

Provides leadership and direction in the formulation, execution and management of policies governing Equal Employment Opportunity (EEO), affirmative action, and diversity, equity, inclusion and accessibility (DEIA) throughout the organization. Prepares Equal Opportunity, Diversity, and Inclusion (EDI) reports and policies including the MD 715, No Fear Act, 462, reasonable accommodation, anti harassment, conducts EEO barrier analysis, and reviews applicant flow, other workforce data and applies a wide range of qualitative and/or quantitative methods to analyze, assess, and improve compliance and the EDI program effectiveness. Identifies areas for operational improvements to enhance the EDI Program and to help the agency achieve model EEO status, including recommending changes in management policies and practices to eliminate barriers to Diversity, Equity, Inclusion and Accessibility (DEIA) and Equal Opportunity (EO). Administers the EEO Complaints process (including the integrity of the complaints process and meeting all filing timelines), Alternative Dispute Resolution (ADR) program, special emphasis program. Apprise the Chief Equal Opportunity, Diversity, and Inclusion Officer of complex and/or precedent setting matters, policy and compliance issues, EDI barriers, and provide recommendations, solutions and appropriate alternative strategies. Please Note: This is not a Bargaining unit position.

Qualifications

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). You may qualify at the GS-14 level, if you fulfill the following qualification requirements: One year of specialized experience equivalent to the GS-13 grade level in the Federal service that includes 1) managing Equal Employment Opportunity (EEO) Complaints and Alternate Dispute Resolution process; 2) preparing EEO reports and analysis, including MD 715, No Fear, 462, barrier analysis, and EEO special emphasis groups; 3) providing technical guidance to senior leaders and managers regarding EEO and Diversity, Equity, Inclusion and Accessibility (DEIA) regulations and policies; and 4) gathering and analyzing data to identify EEO and DEIA program trends, triggers, barriers, or other EDI issues and identifying resolutions. Note: Education is not substitutional at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This announcement may be used to fill similar positions, if additional vacancies occur.
