Duties

Serves as the lead budget analyst for Office of Evaluation and Inspections (OEI). Responsible for overseeing the annual budgets for OEI Headquarters (HQs), Regional Offices, and Divisions. Manage the payroll budget, inputting payroll data into the OIG WEBBIMS (Windows Budget Information Management) System, processing payroll adjustments in Accounting for Pay System (AFPS) and reconciling the payroll data reports with the Department's Financial Business Intelligence System (FBIS). Formulating the payroll budget; prepares quarterly spreadsheets and reports for the Budget and Administrative Resources Division (BARD) Director and submission to the Office of Management and Policy (OMP) Budget Office. Reviews payroll data reports to assure that staff payroll and benefits are accurate and consistent with prior pay periods, and duly notates any significant increases or decreases in employee salary or benefits. Formulates a consolidated budget to ensure all OEI components receive funding allowances and expenditure benchmarks are met quarterly. Reviews funding needs of each OEI component and prepares justification for additional funding as needed. Monitors OEI budget execution through WEBBIMS, other accounting systems and reports as necessary. Reconciles transactions to ensure that entries have been approved. Tracks open commitments through monthly reports to ensure that transactions convert to obligations. Incumbent must maintain historical data for use in forecasting annual needs. Forecasts must produce sound estimates when there is little or no predictive data. This is accomplished by monitoring the status of funds on an on-going basis and tracking actuals vs. projections. Receives special project assignments to develop narrative and statistical data for the Deputy Inspector General for OEI and the Inspector General for presentations and speaking engagements to OEI managers, the Secretary, the Congress, and professional groups nationwide. Attends meetings with the BARD Director and/or representatives from other components to explain budget requests and present background information as required. Determines propriety of budget requests, obligations, and expenditures; monitors the use of rate of expenditures of funds through WEBBIMS, dialogue with component managers and staff, and review of written documents, procurement, and account records. Recommends and implements reprogramming of funds when necessary. Examples of specialized experience MUST include: 1) independently prepare and execute forecasts and budgets for personnel salaries and expenses; 2) analyze trends in the expenditure of funds to ensure that objectives of the annual financial plan are being met on a timely basis; and 3) ensure funds are available and being properly and effectively used to support program objectives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week. Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.
