Qualifications
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as experience providing authoritative budget guidance and expert advice for ensuring the integrity of assigned appropriations in relation to authorizing legislation, guidance, and Agency's budgetary policies.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Knowledge of budgetary policies, procedures and regulations to ensure conformation of budget development and execution activities.
Knowledge of the relationships between appropriations and program activities to ensure integrity of assigned appropriations are in concert with other programs and appropriations.
Ability to apply analytical reasoning skills to resolve conflicting resource demands.
Skills in oral communication.
Skill in negotiations.
Skill in developing and presenting written strategies for budget reviews, alternative budgetary options and to secure acceptance of desired budget requests and plans.
Ability to review budgetary reports.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
