Duties

The Public Affairs Specialist in the Office of Intergovernmental and External Affairs (IEA), Office of the Regional Director (ORD) serves as the Department's liaison to state, local, and tribal governments and non-governmental organizations. The purpose of this position is to conduct, analyze and evaluate the effectiveness of, information and communication programs and develop programs/activities informing stakeholders and the public about policies, programs and services in furthering agency goals for the Office of the Regional Director. Responsibilities for this position may include: Serving as a Public Affairs Specialist responsible for creating public information campaigns and developing internal communication. Building and maintaining stakeholder relationships, including state governments and Tribes. Developing, promoting and implementing an agency information program(s).

Qualifications

Minimum Qualifications: GS-11: You must possess at least one year of specialized experience equivalent to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing 3 of the 4 duties listed below: Providing written responses to requests for information from the public; Creating presentations for use by senior level officials to communicate organizational or program information; Providing recommendations to clients for improving communication plans or strategies; Participating in stakeholder meetings as an agency representative to provide information about agency programs. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; or a combination of the required experience and education for this grade level. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
