The incumbent serves as the Chief of Communications for the VA New York Harbor Healthcare System and holds delegated authority for making local determinations regarding Public Affairs and Outreach activities within the framework of established laws, regulations, and local policies of both VA and VANYHHS.
Duties
Implementing principles, methods, practices, and techniques of communications that allows them to function as a technical authority within the organization with responsibility for developing and executing written and oral information in order to encourage groups and individuals to adopt/utilize agency, and facility programs.
Assess effectiveness of internal and external communications and developing programs to
address changing needs.
Responsible for the public affairs, audiovisual and photographic products and information, social media content, printing production, network marketing, community outreach programs, media support and media products used in communication.
Oversees the daily operation of the unit, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates.
Gives advice, counsel, and instruction to employees on both work and administrative
matters.
Hears and resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher-level supervisor or manager; effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases.
Interviews candidates for positions in the unit; recommends appointments, promotions, and reassignments to unit positions; identifies and provides for training needs; and finds ways to improve production or increase the quality of work within the area of authority.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/01/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: web page development for Internet and Intranet (internal and external) web sites, social media, Digital signage platform, GovDelivery, and other web-based databases/systems utilized for successful communication and operations of the healthcare system (i.e. Phone Book, Travel, Equipment, Office Supply, and Medical Media Requests); Medical Media section responsible for the development and distribution of physical facility-wide communication documents, photography, audio/visual support for the auditorium/conference rooms, and award production; and other Communication Specialist staff in support of the successful management of internal and external communication. Assure that his/her subordinates maintain technical competency with a wide
range of programs relating to web-page development, social media (i.e., Facebook and Twitter),
program software relating to medical media and reproduction, physical equipment (i.e., cameras, reproduction machines, and large printing machines), and high-cost audio/visual equipment.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
