About the Position: This position is located at the US Army Installation Management Command, Directorate of Morale, Welfare, and Recreation, Army Community Service Division located in Fort Riley Kansas.
Note: This position is eligible for situational telework only, including emergency and OPM prescribed "unscheduled telework".
Duties
Serve as Army Community Service (ACS) Multi-Functional Specialist with professional and technical responsibility for assisting Commanders with assessing, tailoring, and prioritizing ACS service delivery in support of local military and Family needs.
Implement installation quality of life service programs while establishing goals, objectives, and procedures IAW applicable State, Department of Defense (DoD), Department of Army (DA), and other federal guidance, regulations and laws.
Serve as advisor on career, transition, relocation, employment, community life, emergency/crisis assistance, personal and family readiness, and all other related ACS services.
Collaborate with key organizational staff and organized groups within/outside the installation.
Conduct marketing and public relations campaigns to ensure target populations are informed of services and activities.

Basic Requirement for Army Community Service Specialist:
Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as Social Work or Counseling.
OR
Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
AND
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes (1) Gathering data, compiling statistics, and creating reports, (2) Consulting with community leadership officials, (3) Providing classes or presentations to different audiences, AND (4) Developing and implementing quality of life programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Social Work or Counseling.
OR
Combination of Education and Experience: A combination of appropriate education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
