Duties
Typical work assignments include:
Plans, executes and reports on original or ongoing analyses, evaluations, or investigations with varied, complex features that require a fresh approach to resolve new problems.
Evaluates analytical results and keeps the organization informed of progress and unusual issues.
Serves on panels, committees, and working groups responsible for conducting advanced analyses.
Provides technical data, guidelines, and technical reports in field of specialty.
Gathers information, identifies and analyzes issues, and develops recommendations to resolve substantive problems of effectiveness and efficiency of work operations in a program or program setting.
Researches and analyzes unstable or complex program issues.
Participates in planning conferences with supervisory and program managers to provide necessary information pertaining to the program specialty.
Qualifications
To be considered minimally qualified for this position, you must demonstrate that you have the required education and/or experience for the respective grade level in which you are applying.
You qualify for the GS-09 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-07 grade level (or equivalent) performing the following duties:
Gathering, identifying, and analyzing threats and hazards to critical infrastructure; and
Assisting with written policies and procedures; and
Assisting with coordinating, developing, and in the implementing of critical strategic infrastructure plans; and
Assisting leadership regarding the analysis of critical infrastructure dependencies and interdependencies within region/district programs.
OR
EDUCATION:
A. Master's or equivalent graduate degree from an accredited institution that included major study in a field that demonstrates the knowledge, skills, and abilities necessary to complete the tasks of this position.
OR
B. Two (2) full years of progressively higher-level graduate education leading to a master's degree from an accredited institution that included major study in the field of study described in statement "A" above.
OR
C. LL.B. (Bachelor of Laws) or J.D. (Juris Doctor) degree, if related.
OR
COMBINATION OF EDUCATION AND EXPERIENCE: To combine education and experience, determine your total qualifying experience as a percentage by dividing your total months of qualifying experience by 12. Then determine your education as a percentage by dividing the total number of completed graduate education beyond the first year (total graduate education minus 18 semester hours or 27 quarter hours) by 18 semester hours or 27 quarter hours. Finally, add the two percentages. The total percentage must equal at least 100% to qualify at this grade level.
You qualify for the GS-11 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-09 grade level (or equivalent) performing the following duties:
Implementing strategic and operational planning responsibilities for the region; and
Planning and executing ongoing programs, projects, initiatives and/or procedural changes; and
Reviewing and analyzing regional plans, policies, and security procedures and other matters of importance with leadership guidance.
OR
EDUCATION:
A. Ph.D. or equivalent doctoral degree from an accredited institution that included major study in knowledge, skills, and abilities necessary to complete the tasks of this position.
OR
B. Three (3) full years of progressively higher-level graduate education leading to such a degree from an accredited institution that included major study in the field of study described in statement "A" above.
OR
C. LL.M. (Master of Laws) degree, if related.
OR
COMBINATION OF EDUCATION AND EXPERIENCE: To combine education and experience, determine your total qualifying experience as a percentage by dividing your total months of qualifying experience by 12. Then determine your education as a percentage by dividing the total number of completed graduate education beyond the second year (total graduate education minus 36 semester hours or 54 quarter hours) by 18 semester hours or 27 quarter hours. Finally, add the two percentages. The total percentage must equal at least 100% to qualify at this grade level.
You qualify for the GS-12 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-11 grade level (or equivalent) performing the following duties:
Leading the analysis of critical infrastructure dependencies and interdependencies within region/district programs, projects, and studies that require analysis of interrelated issues; and
Developing and implementing new plans, schedules, or methods to accommodate changing program requirements; and
Advising and guiding administrative policies, management, and organizational theories that require considerable adaptation; and
Supporting senior leadership Headquarters personnel of critical infrastructure trends in the region; and
Participating in the development of Regional Strategic Plan and operational planning responsibilities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
