The Health and Human Services Office of Inspector General has been at the forefront of the nation's efforts to fight waste, fraud and abuse and to improving the efficiency of more than 100 U.S. Department of Health and Human Services (HHS) programs. Duties

The incumbent serves as a Regional Inspector General with the Office of Evaluation and Inspections (OEI). S/he Plans, directs and coordinates the program evaluation activities assigned to the Regional Office, ensuring conformance with headquarters guidelines and objectives. Directs environmental scanning and analyses to identify proposals for future work. Reviews and evaluates staff recommendations; and develops regional recommendations with rationale for headquarters consideration. Participates in meetings with key headquarters staff to determine strategic direction for the organization and to approve specific evaluation proposals. Directs overall evaluation projects and other work assignments, including special requests directed from headquarters in response to the Inspector General (IG), the Secretary, key Department officials, the Congress, OMB, or the White House staff. Responsible for the management of all national evaluations and projects where the assigned regional office has been delegated lead responsibility. Directs the regional participation in the conduct of evaluations where other regions have lead responsibility. Coordinates with RIGs, in other regional offices, in planning evaluation resources requirements, and provides support for evaluations on a cooperative work basis with other regions, to improve efficiency and economy in the conduct of evaluations, and best utilization of the human resources. Provides management and policy direction in the full range of planning, and implementing evaluations, to include: initial background research; evaluation design; appropriate methodological approach; development of data collection instruments, including surveys and onsite reviews; resource and budget planning; analysis of qualitative and quantitative data; synthesizing evidence into findings; writing evaluation reports; OPDIV/STAFFDIV coordination, and final briefings and follow up action with respect to recommendations presented. Provides consultation, and regional coordination in the resolution of special problems, potential problems, and in the identification of matters which require the attention of management and program officials. Participates in on-site reviews for evaluations of a highly sensitive and delicate nature. Participates as a key member of the OEI management staff, in identifying areas requiring additions or changes in OEI evaluation policy and procedures, and in final policy and procedures which impact on the nationwide evaluation activities. Ensures quality and timeliness of all completed staff work, including consolidated evaluation reports of findings and recommendations with documentation and rationale. Briefs OEI key staff on technical and management matters, regional activities, special problems, innovative techniques applied and special concerns within the region served. Identifies matters which may have nationwide impact or be of special interest to others, RIGs/OEI. Plans, schedules, and directs resources for the conduct of research and analysis, and development of evaluation project statements for regional studies. Identifies topics which appear to have the greatest potential for improvement of the Department's programs. Provides management direction for regional efforts, in cooperation projects with other Federal agencies. Maintains liaison with key Department officials and makes contact with representatives of outside organizations, including OMB, Congressional committees, other government and private sector organizations. Provides consultation with respect to highly complex problems identified in program inspections; the implementation of inspection recommendations; and the review of proposed new or revised legislation. Conducts assessment of regional program activities, and identifies, resolves problems, and recommends actions requiring headquarters consideration. Analyzes and identifies methods and techniques which would reduce cost incurred in the conduct of evaluations or contribute to a more effective program. Directs development, and maintenance of a continuing positive public relations program, to insure effective cooperative working relationships with State and local officials and private organizations within the region concerned with HHS programs. Promotes an information program for deterring fraud, waste, and abuse through technical assistance, briefings, presentations, and through the development of information materials for publication. Represents the DIG/OEI, AIG/OEI, and DRO/OEI, in meetings, and conferences of professional organizations, State and local governments, and special interest groups. Makes presentations to a wide range of public audiences. Ensures preparation of recurring and special reports and responses, to inquiries from key officials within and outside of the government, and the general public. Oversees administrative and human resource management functions for the staff. Performs other related duties as assigned.

Qualifying specialized experience must demonstrate the following: Experience directing and coordinating comprehensive evaluations and providing expert analysis and advice on agency-wide programs and issues; Experience managing and directing the work of a team; and Experience that demonstrates knowledge and understanding of how to use evaluations to drive improvements in Federal health care and/or human service programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.
