Position is located in the Project Accelerator Transition Innovation Office (PATIO), Advanced Research Projects Agency for Health (ARPA-H), National Institutes of Health (NIH), Department of Health and Human Services (HHS). Incumbent serves as an analyst handling complex organizational and process analyses and supporting procurements and contract administration as an Agreement Officer's Representative (AOR).

Duties

Recommends strategic and process improvements with periodic reflection points to enhance the efficiency and effectiveness. Serves as the primary contract management liaison using project management methods and tools for overseeing contractor performance, timely execution, and appropriate budgeting and cost expenditures. Ensures that the partner organization adheres to all contract terms, conditions, and provisions. Provides contract management support for project solicitations. Identifying potential risks or challenges in processes and collaborate to implement mitigating strategies. Provides regular updates and comprehensive reports on progress, challenges, and accomplishments.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

  • Males born after December 31, 1959 must be registered with the Selective Service.

Qualifications

You qualify at the GS-14 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Evaluating the efficiency and effectiveness of execution practices to ensure adherence to contract terms, conditions, and provisions; preparing reports and briefings on contract operations for staff and senior leaders; Recommending improvements to program management processes and systems as they relate to operations and procurements; and Developing solutions to resolve contract disputes and issues.
