About the Position: Serves as a Human Resources Assistant (Military/OA) support for the West Point Health and Dental Service Area. Responsibility includes the maintenance of military personnel records, in and out processing, leaves and passes, soldier finance and leave actions, military awards and evaluations.
Duties
Create and maintain a military awards database, to include setting awards suspense dates for supervisors and tracking completion of them.
Identify issues or problems and seek alternative solutions such as award documentation does not support award requested.
Research and provide explanations and interpretations of rules, regulations, procedures, and requirements pertaining to actions taken or recommended.
Responsible for processing various types of personnel actions through web-based systems.
Perform a variety of receptionist functions and other clerical and administrative functions, using judgment to answer recurring questions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.
- This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes (1) processing personnel actions; (2) maintaining personnel records; and (3) utilizing human resources automated systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
OR
Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resource Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
Proficiency Required:This position requires a qualified typist. A qualified typist can type 40 words per minute based on a 5 minute sample with three or fewer errors.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-6).
Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
Education
