You will serve as the Rigging & Crane Operations Division Supervisor in the Rigging and Equipment Operations Division, Lifting and Handling Department, Portsmouth Naval Shipyard, Kittery, ME. THIS IS A TEMPORARY PROMOTION, NOT TO EXCEED 1 YEAR; MAY BECOME PERMANENT WITHOUT FURTHER COMPETITION

Duties

You will be accountable for the successful execution of assigned projects including rigging, crane operations, and other productive work. You will determine work priorities, maintain safe and clean working conditions, develop work arounds, conduct periodic cost and schedule adherence analyses with appropriate corrective actions, and coordinate the work between projects and trades. You will advise Division Head of managerial or operational corrective actions considered necessary to improve logistic support, eliminate delinquencies, accelerate deliveries, or otherwise achieve acceptable schedule performance. You will provide technical guidance; personnel, performance and position management; identify training needs; interview/select candidates for vacancies; recommend promotions and awards; resolve disciplinary issues and administer EEO policies.

  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

Qualifications

SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-11 grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience must demonstrate the following: Experience with work operations and practices of the various trades. Experience with ship repair and overhaul and managing operations through subordinate supervisors. Experience applying analytical management techniques including production and management control, cost control, and personnel management. Experience managing development of long term training to maintain necessary skill requirements for shop, cost center, etc. Experience with negotiated agreement procedures and shipyard instructions in order to maintain discipline and morale.
