SWR is the largest cross-cleared cross functional program within the entire United States Government, and spans all aspects across the entire interagency, not just the Intelligence Community. SWR's primary mission is to identify operational solutions to some of the most vexing challenges the U.S. Government and Military face from our adversaries, particularly focusing on threats to U.S. critical infrastructure and the U.S. military.

Duties

Lead, initiate, cultivate, and maintain productive working relationships with senior leaders across the IC and the US interagency in order to manage evolving requirements and coordinate activities in support of mission and enterprise objectives. Advise and engage senior USG leadership on strategic priorities, opportunities, gaps, and interdependencies to link intelligence resources to operational courses of action; lead and oversee the communication of emerging strategic issues and trends, independently evaluate against IC strategic elements, and make recommendations for improvements. Lead, plan, and prepare briefings, reports, and presentations that provide expert analysis and critical recommendations to ODNI leadership, and senior USG policymakers. Develop near/mid/long term strategy documents that provide guidance to needs/requirements and resource/investment planning and programming staff elements and activities. Lead, direct, and foster analytic coordination and collaboration with key customers, stakeholders to ensure staff are capable of delivering the highest quality products. Maintain cognizance of intelligence capability gaps, potential mission or enterprise needs and intelligence capability proposals. Serve as back-up COTR for office.

Qualifications

Mandatory Requirements: Expert organizational and interpersonal skills to facilitate diverse forums, manage competing priorities, and advocate new ideas/concepts/processes. Superior ability to communicate clearly, both orally and in written reports, and to logically analyze, synthesize, and evaluate multiple sources of information for their inclusion in briefings and written documents. Superior ability to exercise independent judgment on time-sensitive issues and work collaboratively across the IC. Expert knowledge of production principles and intelligence analysis. Extensive ability to provide counsel, guidance, and advice on matters related to report production and content. Expert knowledge of IC and DoD collection management or needs/requirements management procedures and governing documents. Superior ability to initiate, cultivate, and maintain productive working relationships with IC and other DoD/United States Government elements. Bachelor's Degree in Homeland Security or related National Security area. Desired Requirements: Extensive experience with Non-Title 50 USG agencies and/or joint operational environments. COTR certification.
