This position, located within the Strategic Investment Management (SIM), Executive Director's Office of the Veterans Health Administration in Washington, DC. In this position you will serve as the Deputy Executive Director and provide executive level assistance and advice and is responsible for management and oversight of three major services, Business Architecture (BA), Investment Governance Services (IGS) and Requirements Development and Management (RDM).
Duties

Supervisory/Managerial Duties:
Exercises supervisory authorities and responsibilities involving work assignments and reviews as well as the administrative and personnel management functions relative to staff supervised;
Defines and distributes workload within a team and ensures work assignments are carried out;
Establishes guidelines and performance expectations which are clearly communicated;
Effects minor disciplinary measures and resolves informal complaints and grievances;
Gives advice, counsel or instruction to employees on both work and administrative matters;
Strategic Planning:
Performs work related to planning program strategies, providing expert advice, monitoring performance, and developing initiatives;
Participates in senior management business and strategy development and implementation;
Identifies opportunities to collaborate with VHA program offices and key stakeholders across VA to achieve affordable outcomes;
Develops and deploys communications plans including reviewing communications and correspondence;
Monitors, evaluates and reports on customer satisfaction and issue resolution;
Represents SIM in negotiations, conferences and discussions with VHA and VA senior management officials;
Fosters collaboration and continuous improvement through the development and maintenance of effective feedback channels;
Performs special studies and projects of highly confidential and complex nature;
Organizational and Program Analysis:
Serves as SIM's expert on program and issues, with an extensive knowledge of applicable laws, regulations, and policies;
Performs analytical and evaluative work associated with SIM program activities;
Evaluates, processes, or makes recommendations for effective organizational changes;
Develops policy covering programs, activities and functions for which SIM has responsibility;
Participates in department-wide studies that involve organizational planning, staffing, recommends change in and deviation from approved organizational patterns;
Researches and reviews the preparation of responses to VHA, VA, OMB or Congressional requests for resource information pertaining to program operations;
Identifies and mitigates significant program changes having critical impact on resource requirements;
Tracks continued progress of project performance, monitors metrics used in evaluating the accomplishment of SIM goals and objectives;
Manages project costs, reviews project progress reports and monitors project management;
Performs all other related duties as assigned.
Work Schedule: Monday through Friday, 8:00am to 4:30pm

Qualifications
To qualify for this position, you must the following:
Specialized Experience: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-14) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of this position, and that is typically in or related to the work of the position to be filled. Specialized experience includes planning, coordinating, and executing business functions, resource allocation and production; understands and applies procedures, requirements and regulations/policies related to healthcare; performing project management to include coordinating and managing projects and resources, monitoring cost, work, and performance; able to solve problems/issues in a systematic manner and recommends/takes appropriate action for reconciliation. Applicants must have excellent verbal and written communication skills. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. The work may require some periods of overtime, intense concentration, and long hours to meet program deadlines and to devise corrective action and solutions to unexpected management crises under time-sensitive conditions. The work requires almost constant use of a video display terminal.
