This is in support of the Decennial Census and this temporary promotion will be not-to-exceed the period during which appropriations are available for the census. The initial NTE is 09/30/2027.
Duties
This job opportunity is located in National Processing Center (NPC), Jeffersonville, IN, and reports to the Decennial Coordination Officer within the Director's Office. This position provides temporary additional assistance for logistics activities and will be the liaison for NPC logistics support to Decennial Census Management Division and Field Division during the Census Tests throughout the decade and during the actual Census. This position is not in the bargaining unit.
The individual selected for this position will:
Work cohesively with HQ Field Division staff on the various planning and implementation phases for the Decennial Census and associated tests.
Manage and document FLD requirements and align these requirements with NPC logistics planning and functionality.
Create and maintain a schedule and set of reports/record keeping templates that will be used to document the details of every aspect of the Census logistics operation, including but not limited to kit memos, inventory movement, kit assembly, systems, workflow, staffing, costs, etc. Organize all logistics program and project level documentation and place in the Decennial SharePoint site that is available to Decennial managers.
Coordinate with applicable NPC Branches for the Census Tests and any other early operations conducted at the NPC main campus in planning, organizing, scheduling, and coordinating all kit assembly, deployment of material, and receiving/excessing material activities to support field offices. Recommend plans for the logistics space needed for Census Tests operations.
Track the status of work in progress (kit assembly, shipping, etc.) and time required to complete the job to ensure established schedule dates are being met. Report progress to higher-level management and advise appropriate personnel of any problems to determine course of action.
Adjust to the unpredictable demands of Decennial operations and use resourcefulness and seasoned judgement to maximize efficiency and resolve problems.
May supervise one or more subordinate specialists further into the Decennial Census cycle.
Tour of Duty: Hours will be 7:00 a.m. or 8:00 a.m. to 4:30 p.m. Monday through Friday. Alternate Work Schedule is available*. Alternate Work Schedule is an 80-hour biweekly basic work requirement that is scheduled in less than 10 days; i.e., eight 9-hour days/nights, one 8-hour day/night, and one day off. Positions may include evening or weekend work, hours will vary. Telework will be available during the initial stage of this position.
*Work schedule may vary depending on work requirements (for example, during Census Tests and Production). There may be times when AWS and telework are suspended, depending on workload. There will be extended periods of time when fully on-site work is required.
Qualifications
Time in Grade: In addition to specialized experience, you must meet the time in grade requirement. Current and former Federal civilian employees must have held a position at the grade 9 for at least 52 weeks in the Federal Service for promotion to the grade 11 or the grade 11 for at least 52 weeks in the Federal Service for promotion to the grade 12.
Specialized Experience: You qualify at the 11 level if you possess one year of specialized experience that equips you with the skills needed to perform the job duties. This specialized experience must have been equivalent to at least the grade 09 level to meet the qualification requirements in the Federal Service. Specialized experience is defined as assisting with the planning and coordination of logistic efforts in support of large-scale Decennial Census operations, including experience with warehouse workflows, inventory management, kit assembly, shipping, and receiving, participating in schedule creation, making recommendations for logistics infrastructure, and coordinating with other logistics related staff both within a facility and outside the facility.
Education Substitution for the Grade 11: The following education in an accredited college or university may be substituted for the specialized experience at the grade 11. Such education must demonstrate the knowledge, skills, and abilities to do the work. Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related. Equivalent combinations of successfully completed education and experience may be used to meet the specialized experience requirements. Transcripts must be submitted with resume by the closing date.
Specialized Experience: You qualify at the 12 level if you possess one year of specialized experience that equips you with the skills needed to perform the job duties. This specialized experience must have been equivalent to at least the grade 11 level to meet the qualification requirements in the Federal Service. Specialized experience is defined as planning and coordination of logistic efforts in support of large-scale Decennial Census operations throughout the decade, including oversight of warehouse workflows, inventory management, shipping and receiving, creating timelines, meeting deadlines, identifying infrastructure solutions, and working with subject matter experts to align requirements with logistics functionality.
Education cannot be substituted at the grade 12 level.
