The primary purpose of this position is: To serve as a manager and cross-functional team leader responsible for managing requirements processes and general oversite of an AF-level Enterprise Information Technology (EIT) Service aligned under one of the Air Force's EIT Portfolios
Duties
Serves as senior requirements analyst and team lead for the development and delivery of enterprise-level IT capabilities.
Provides technical, procedural, and policy guidance for the planning and implementation of enterprise-level IT capabilities.
Develops, maintains, and reviews planning documents related to the creation, integration, or implementation of EIT Services.
Represents AF EIT position at meetings and conferences.

- The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position
- the Acquisition Professional Development Program (APDP) level required specifically for this position will be identified locally.
- This position has been designated as an acquisition position, covered by the APDP and the employee is expected to meet Continuing Acquisition Education requirement.
- Position is Centrally Managed; PCS is authorized; DNRP is authorized.

Qualifications
In order to qualify, you must meet the generalized/ specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Schedule Qualification Standards (opm.gov)
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes; Skill in applying, advanced and comprehensive knowledge of IT principles, concepts, methods, standards, facilities, and practices, both in Government and industry in order to serve as a technical authority for assigned programs/systems, development, and implementation. skill in applying, technical knowledge of IT systems methods, approaches, and management regarding oversight and performance of hardware and operation configurations, policies, and procedures applied to business requirements.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Mastery knowledge of, and skill in applying, a wide range of IT systems, principles, facilities, procedures, practices, and methodology, such as those found in Government and industry.
Expert knowledge of IT systems management, oversight, performance management, and of hardware operation, configuration, policies, and procedures.
Expert knowledge and high level of skill related to the process of requirements analysis, assessing capabilities of systems relative to established requirements and determining impacts to related/dependent systems.
In-depth knowledge of trends in present and emerging, state-of-the-art of IT systems and programs
Professional skill and ability to speak and write effectively for the purpose of presenting, understanding and discussing complex technology concepts, issues, and problem resolutions with key government officials, industry officials, and other military and civilian personnel.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
