Duties

Represent administrative and technical software contract specialists who performs unique software contract actions supporting the Army’s Enterprise License Agreements and other software contracts and team. Contracting and project management expertise and supervision to accomplish software contracting actions from acquisitions plan to SSEB and contract closeout. Lead for assigned COTS IT SW acquisition program, restructures program schedules, and reporting requirements to better fulfill program goals considering cost, schedule, and performance. Briefs senior leaders, interfaces with DoD, DA and other external Army organizations on strategic planning which affect long-term IT business practice improvements, automation initiatives, software contracting, Evaluate the attainment of Army business objectives and compliance with Army OCIO or G6 information technology and information assurance policies. Compile data from studies and analyses for mid-to-long-range (3-to 5-year) ELA goals. Plan work to be accomplished by subordinates, setting priorities and scheduling completion, assigns work to subordinates based on priorities. Evaluate work, gives advice, counsel and/or instruction to subordinates on both work and administrative matters. Lead the team and research to prepare BCAs and COAs for leadership decision making. Leads and manages the daily operations through direction of work for IT policy, IT acquisition, IT strategic planning for process improvement of operating systems/architecture/infrastructure. Knowledgeable in how ACC and MICCs operate, relevant policies and procedures, and how to prepare the KOs for contract negotiations.

Requirements

  • Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Level II - Practitioner in Acquisition Career Field A - Program Management within 60 months of entrance on duty.
  • 15% Business Travel.
  • Frequent travel and sometimes on short notice, possibly for extended periods, to CONUS and OCONUS locations, using the most expeditious mode of transportation available.
