This position is in the Technology Innovation & Development (TID) Department. The primary purpose of the position is to improve the quality, efficiency, and effectiveness of health care by integrating clinical and information processes necessary to achieve successful adoption and application of new application of new technologies throughout the Veterans Health Administration (VHA).

The Program Analyst (Informatics) is a full performance, non-supervisory position responsible for clinical processes, management and technological knowledge, skills, ability, experience, and training.
Major duties of this position include, but are not limited to the following:
Reviews, interprets, and provide recommendations for the revision of regulatory guidelines, policies and standing operating procedures.
Integrates knowledge of clinical information processes to achieve successful adoption of new technologies.
Collaborates with technical, clinical, and administrative staff to develop system requirements.
Identifies end-user educational requirements and training needs.
Extracts, analyzes, and provides data to assess treatment impacts.
Advises on programmatic and security requirements for data access.
Integrates software applications for clinical services.
Provides direct feedback to national developers to ensure software usability issues are addressed.
Initiates, develops, and executes complex consult projects.
Uses data bases and registries, formulates tools to support patient care and ensure quality management and clinical oversite.
Serves as Subject Matter Expert (SME) in Health Informatics Systems.
Enhances and improves Key Performance Indicators (KPI)
Educates employees on referral Coordination Initiative
Works with consult Tool Box (CTB) and Consults Tracking Manager (CTM)
Oversees schedules, and coordinates multiple appointment within diverse departments.
Work Schedule: Monday - Friday 07:30am - 4:00pm

Grade Determinations: Program Analyst (Informatics), GS-09
Specialized Experience GS-09: Do you have at least one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of Program Analyst (Informatics) at the full performance level (GS-09), and that is typically in or related to the position to be filled? To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-07) in the Federal service. Specialized experience is experience such as: Provides relevant clinical and administrative data; Monitors end user satisfaction to drive enhancements; Improves efficiency and effectiveness of processes by utilizes knowledge of human factors. OR EDUCATION - Have successfully completed a Master's or equivalent doctoral degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL. B or J.D. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR COMBINATION - Possess equivalent combinations of successfully completed graduate level education (in excess of the first two years or 36 semester hours) and specialized experience to meet total experience requirements.

Specialized Experience GS-11: Do you have at least one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of Program Analyst (Informatics) at the full performance level (GS-11), and that is typically in or related to the position to be filled? To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-09) in the Federal service. Specialized experience is experience such as: Extracts, analyze and provides data to assess treatment impacts; Uses data bases and registries, formulates tools to support patient care and ensure quality management and clinical over-site; and Works closely with employees from all levels and all disciplines across multiple organizations. OR EDUCATION - Have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D or LL. M, in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR COMBINATION - Possess combinations of education beyond a master's or equivalent graduate degree education (in excess of the first 3 full years) and specialized experience to meet total experience requirements.
Grade Determinations: Program Analyst (Informatics), GS-12
Specialized Experience GS-12: Do you have at least one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of Program Analyst (Informatics) at the full performance level (GS-12), and that is typically in or related to the position to be filled? To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-11) in the Federal service. Specialized experience is experience such as: Initiates, develops, and executes complex projects; Initiates, develops, and executes complex consult projects that support veterans' health care needs, collaborating effectively in a lead role; Reviews, interprets, and provide recommendations for the revision of regulatory guidelines, policies and standing operating procedures.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Preferred Experience: VA Consult Scheduler Supervisor experience within the last 52 weeks.

The full performance level of this vacancy is GS-12. The actual grade at which an applicant may be selected for this vacancy is in the range of to GS-09 - GS -12.
