This position serves as Program Analyst for the Prosthetics Service within the VA Health Care System at Jefferson Barracks, MO. This position functions as a Program Analyst providing support to all Prosthetics department programs by gathering information, identifying, and analyzing issues, and developing recommendations to resolve problems.

Duties

Major duties and responsibilities include but are not limited to: Researches and analyzes complex and critical data and makes recommendations for identifying discrepancies and improving data management processes based on the analysis of the data Develops and maintains a variety of databases, conducts statistical analysis and generates a variety of reports Develops, implements, coordinates and maintains a tracking system of analysis of productivity metrics Prepares and/or reviews reports involving trend analyses and ensures follow-up in program areas Develops background and management options available to deal with complex system planning and implementation problems Ensures that applications and reports are complete, that all technical requirements are met, and all implementation requirements are accurately identified Performs a wide range of non-routine program and administrative functions that are essential to the program Reviews materials with regards to compliance with standards of external bodies and accrediting agencies Analyzes data, identifies trends and communicates concerns or issues Communicates with various groups, services and teams to gather information, discuss recommendations and coordinate improvement activities Provides support for compliance, process improvement and training activities; and, Performs other related duties as assigned. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/13/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. For a GS-11 position you must have served 52 weeks at the GS-9. I understand that I must provide SF-50(s) - Notification of Personnel Action, to verify my eligibility to apply to the area of consideration listed in the announcement and to verify that I possess the time-in-grade requirements for the position. Examples of appropriate SF-50's to document time-in-grade include: Within grade increases at the highest grade held; OR, Promotions with an effective date more than one year old; OR, SF-50's at the highest grade held with an effective date more than one year old. Preferred Experience: Experience with Pyramid Analytics, Power BI, and Microsoft Excel. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Uses software to create and perform statistical calculations and to generate data displays which fulfill the needs of the facility integrated management information system, Enters figures and statistics; runs monthly audits, performs monthly processing of data to ensure accuracy and completeness of information. Analyzes spreadsheets and data to pinpoint data trends and develop recommendations for courses of action to improve or sustain processes. Utilizes individual judgement to determine the most appropriate means to display the data to ensure it is meaningful to those viewing the data. Performs purchasing duties in accordance with VHA Handbook requirements using a Government Purchase Card. OR, Education: Applicants may substitute education for the required experience. Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of 9 months of specialized experience equivalent to GS-9 and 2 1/2 years of creditable graduate level education . You will be rated on the following Competencies for this position: ComplianceComputer SkillsContracting/ProcurementData ManagementInformation ManagementMathematical Reasoning Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
