The GAO is part of the Legislative Branch of the Federal government. All positions are in the excepted service. This position is located in the GAO. You will be responsible for leading the vision, alignment, and execution of the Software Factory in accordance with GAO and ISTS's strategic plans.
Duties
As a Supervisory IT Specialist (APPSW), MS-2210- 2your typical work assignments may include the following:
Oversees an increasingly robust DevSecOps (Development, Security, and Operations) pipeline for platform, software, and/or custom application development-to include alignment of cross-functional teams with specialized technical representation from enterprise architecture, infrastructure, security, engineering, operations, and more.
Serves as the Software Factory Director, leading the strategic vision, organizational alignment, and holistic execution of the Software Factory in accordance with GAO and ISTS's strategic plans.
Oversees ConfigOps (Configuration and Operations) of existing and/or upcoming pre- approved GAO IT solutions that can be leveraged to meet customer expectations in a uniform, cost-effective, and timely manner.
Leads and/or delegates execution of directorate-wide financial management (i.e., planning, obligations, expenditures, etc.) and contract management (e.g., procurement packages, awards, performance management, etc.) responsibilities.
Leads and/or delegates Program/Product Management Reviews (PMR), Investment Review Boards (IRB), Risk Management Boards (RMB), and directorate retrospectives-in accordance with industry and ISTS office standards.
Conducts the majority of their daily operations and only discusses highly technical issues that could have a significant impact on agency IT resources and personnel to management.
Leads and directs organizational efforts related to the Software Factory.

Specialized experience is defined as one year (52 Weeks) of specialized experience equivalent to the NEXT LOWER BAND or GS-14 grade level in the Federal service that demonstrates your ability to overseeing user experience/customer experience of in-scope solutions, on individual product design, customer requirements, and strategies to improve and maintain end-user satisfaction, multiple product lines delivery frameworks, and implementation from inception through iterative delivery of capabilities. Facilitating pursuit of innovative technologies and solutions.
