This position is in the USAID Ronald Reagan Building, 1300 Pennsylvania Ave, NW, Washington, DC, in the Bureau for Management, Office of Management Policy, Budget & Performance (M/MPBP/PERF) at the U.S. Agency for International Development (USAID).

Duties

The Performance Division (M/MPBP/PERF) oversees USAID’s central functions related to operational management planning, performance, and reporting. The Division coordinates and conducts a wide range of management assessments and analyses. Using a variety of methods, including field-based assessments, desk studies, secondary data analyses, business process reviews, and systems analyses. M/MPBP/PERF is responsible for developing policies and guidance on management performance; Providing guidance and services related to data visualization and integration; Providing technical assistance to strengthen operational capacity; and overseeing Agency compliance with monitoring and reporting of OMB management initiatives.

Requirements

  • If you are selected, the entire period served under the Recent Graduates program will be a trial period.
  • Must be able to obtain and maintain a security clearance.
  • Males born after 12/31/1959 must be registered with the Selective Service.
  • This position is designated as Moderate Risk and requires a background investigation.
  • You must have, within the previous 2 years, completed all educational requirements for a qualifying associate, bachelor, masters, professional, doctorate, vocational or technical degree
  • or certificate from a qualifying institution; or intended graduation is no more than 9 months from date of application;

Graduation transcript must be received before start date. Other applicants must meet all qualification requirements by the closing date of this announcement. If the above has been met, then review the following grade specific experience and/or education qualifications to determine if you meet full eligibility before applying: You can also have a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. For the GS 9: On Experience, you must have at least one year of experience in at least two of the following three area's that is equal or equivalent to the GS-07 grade level, which included: Design and delivery of management analyses using qualitative or mixed methods approaches, Supporting leadership in using indicators for performance management, and developing and delivering continuous improvement training, resources, and support. Or on Education A master's degree relevant to the work described below, such as a Masters in Public Administration, Business Management, and related fields with significant analytic components. Two years relevant experience in lieu of a masters degree is also acceptable. OR A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

GS-9 - Completion of 2 academic years of graduate-level education, a master's degree, or equivalent graduate degree.
