The primary purpose of this position is to serve as Warfighting Education Instructor/military doctrine development specialist for Doctrine Development and Education. Position charged as an instructor and writer with full professional responsibility for accomplishing all research and writing for the development of Air Force, joint and combined doctrine projects.

Duties

1. Plans, researches, and conducts lecture and platform instruction (to include leading Seminar format small group practicum) for Professional Continuing Education (PCE) associated with CSAF and Joint Staff focused education development of Air Staff Planners and operational planning team members. 2. Develops and maintains courseware and student products consistent with current doctrine, operational Theater and Combatant Command plans, and historical Case Studies to advance PCE exposure to operational design and Airpower Theory commensurate with Intermediate Professional Military Education levels. 3. Provisions and sustains course management protocols through direct coordination with Major Command training quota managers, Headquarters Air Force course sponsors, and individual student allocation quotas across a $5million HAF Education Requirements Board annual distribution. 4. Maintains and improves professional expertise and faculty development through attendance of technical courses (Defense, Joint, and Service) in one or more areas of joint planning, (joint) Information operations, Command & Control, Defense Logistics Planning, Expeditionary Warfare, Agile Combat Support, and Global Force Management & Planning.

Requirements

  • Must complete initial online questionnaire and additional assessment(s).
  • U.S. Citizenship is required.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • PCS will NOT be paid.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • May occasionally be required to work other than normal duty hours to include overtime and/or emergency overtime.
  • A Master’s degree in Military History, Sciences or Logistics is desired.
  • Previous experience in Component Numbered Air Force or Major Command or Air Staff is highly desirable.
  • All federal employees are required to have direct deposit.
  • This position is subject to provisions of the DoD Priority Placement Program.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include: (1) Utilizing knowledge of military command structure, missions, programs, and organizational relationships including the various Air Force entities involved in overall planning and execution of warfighting operations; (2) Applying expert subject matter knowledge and understanding of current wartime planning and current national military strategy, operational Air Force Doctrine, joint doctrine, joint and Service planning models, operational design and airpower theory, DoD policy and guidelines, and Air Force war and mobilization planning; (3) Utilizing knowledge of course management protocols as they apply to direct coordination with Major Command training quota managers and Headquarters Air Force course sponsors in the administration of individual course student allocations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of history of military operations, doctrine, organizations and use of military aerospace power and knowledge of military operations, logistics readiness, cyberspace, information operations, or intelligence. 2. Knowledge of the instructional procedures, techniques and tools in developing educational sound lesson plans, and knowledge of accepted procedures, techniques and tools used in component and joint planning. 3. Knowledge of a broad range of principles, policies, and practices of military wartime planning to include: national security strategy, national military strategy, Joint Air Operations Planning, deliberate and crisis action planning, force structure, command relationships and general deployment and employment systems. 4. Skill in facilitating educational seminars to include guiding seminars through practical exercises and developing and presenting written and oral communications, educational lectures, and briefings in an effective manner. 5. Ability to flexibly adapt to changing course requirements due to internal and external influences and effectively present course material while achieving desired learning objectives. 6. Ability to communicate effectively, both orally and in writing, clearly, concisely and with technical accuracy, negotiate complex issues, and establish/maintain effective working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
