This position serves as a Management and Program Analyst on the OAR Training team. The training team develops, facilitates, implements, and monitors employee training related to program OAR policy, procedures, planning, and program development activities.

Duties

Specific duties include: Serves as a specialist responsible for the technical operations of the decision review and legacy appeal programs including managing program activities; planning program strategies; monitoring performance; quality assurance; developing initiatives; managing and directing decision review operations center (DROC) employee training; and managing projects involving other staff office, business line, and DROC activities. Develops and disseminates policy guidance and provides oversight of activities related to training activities for the decision review and legacy appeal programs. Formulates and recommends procedural instructions, directives, and guidelines, to administer or carry out functions which support delivery of benefits and services to Veterans, their families, survivors, and caregivers. Prepares responses to the Office of Inspector General and Government Accountability Office related to reports, findings, and recommendations. Briefs OAR and VBA senior leadership when called upon to do so in regard to training activities, recommendations and findings. Prepares various clear and concise reports, guidance documents, policy, and training materials, all of which have national program impact. Provides VBA's staff offices and business lines with instructions for implementing new legislation, policy, procedures, training, quality assurance reviews, and systems requirements related to programs under OAR's jurisdiction. Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of training programs in meeting established goals and objectives. Prepares reports and decision papers for management, making recommendations for solutions and program improvements. Develops new and modified operating instructions and training materials. Develops and implements training programs to ensure that DROC staff is fully trained in decision review and legacy appeal adjudication procedures and technicalities; and/or analyzes the quality and accuracy of case files received from the field and provides technical feedback to field offices. Acts for their immediate supervisor when called upon to do so and performs other duties as assigned. Ensures employees and DROCs are properly completing and complying with VBA and OAR national training curriculum requirements, and quality assurance guidelines. Prepares the appropriate reports, makes recommendations to DROC and/or regional office (RO) directors for improvements, and implements training for employees to improve performance. Develops, implements, and monitors training on a national level that supports policies and procedures. Contributes to the selection and development of instructional material in accordance with course objectives. Plans and organizes instruction in ways that maximize student learning and employs appropriate instructional methods and strategies to meets the diverse needs of students. Evaluates student performance fairly and consistently. Maintains accurate records of student progress and provides accurate and timely feedback, promoting maximum learning. Assists field offices with instructions for implementing policy, procedures, or training. Studies program operations, new legislation, automated systems, management initiatives, and the operation of interacting programs and organizations to develop new and modified operating instructions and training material. Develops project management timelines to implement and provide oversight of projects to ensure targets and goals are met in a timely manner. Identifies actual or potential program risks, trends, significant accomplishments, areas of imbalance, or other similar factors. Manages multiple projects or programs concurrently where effort involves coordination among multiple resources, other divisions, or agents outside of the organization. Participates actively as a team member on integrated project teams involving participants inside and outside of the organization. Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:06/17/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. For a GS-13 position you must have served 52 weeks at the GS-12 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-13 Grade Level: Specialized Experience: Includes documented experience of a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. Expert communication skills to present and articulate findings to upper level management. Experience in developing, implementing, assessing, and monitoring training on a national level. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: Work is primarily sedentary but involves use of a personal computer so a degree of manual dexterity and visual acuity sufficient to use these tools is required. Occasional standing, bending, walking, and stooping are also necessary. Some slight physical effort is required in that incumbent lifts and carries reference books, files, and similar items.
