The Administrative Officer within a VA organization unit, is responsible to perform administrative functions that include budget, finance, space planning, property management, supply and general administration management.
Duties
Administrative Management of an organization. Performs and monitors established administrative management requirements for an organization with few subdivisions or functions, and organization with well-established administrative requirements, or for an organization with more dynamic administrative requirements. Applies administrative policies, maintains various systems.
Major Duties and Responsibilities
Performs and monitors established administrative management requirements for an organization with few subdivisions or functions, and organization with well-established administrative requirements, or for an organization with more dynamic administrative requirements. Drafts correspondence, recommendations, reports, and memoranda related to management and administrative programs and issues, provides advice and guidance to managers and employees on questions and situations related to the administrative services provided.
Determines pertinent issues and collects relevant information from a variety of sources. Reviews information and applies standard analytical techniques.
Coordinates the administrative aspects of office moves, office construction, and other facility improvements including furniture, equipment, telephone, and short-term storage.
Works with other offices to arrange and coordinate such activities.
Performs property management tasks. Prepares necessary documents for the accession and de-accession of property.
Conducts periodic survey of equipment and property use, recommending action to ensure economical and efficient use of equipment and other property.
Identifies and performs routine liaison tasks to support the organization planning process
Assist in analyzing program, budgetary, and fiscal data.
Monitors expenditures and forecasts changes that require reprogramming of funds for assigned areas of responsibility.
Work Schedule: Monday- Friday, 8:00am- 4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/24/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature; knowledge of the theory and principles of management and organization including administrative practices and procedures common to organizations; ability to use qualitative and quantitative analytical techniques; and skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, OR 2 full years of progressively higher-level graduate education leading to such a degree, OR LL.B. or J.D., if related.

Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience as described in A, but less than one year of graduate education as described in B. (To compute, divide your total months of qualifying experience by 12, then divide your semester hours of graduate education beyond one year by 18, add the two percentages. The total percentage must equal at least 100 percent to qualify.) (Note: you must attach a copy of your transcripts.)

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in a adequately lighted and climate controlled office.
