The incumbent serves as the Supervisor and Program Coordinator for the HUD-VASH program at the Robley Rex VA Medical Center. Services target all homeless Veterans eligible for HUD-VASH throughout the facility's catchment area. The position is located at the Robley Rex VA Medical center with a duty station at the Greenwood CBOC.

Responsible for all position development, position management, hiring, orientation and training, performance planning, staff professional development, performance evaluation, awards, complaint resolution, minor disciplinary actions, and other supervisory functions for staff within the Program. Responsible for all long- and short-term work planning, work scheduling, and work assignments within the Program and its varied elements. Analyzes current and future workforce requirements to determine competencies and skills needed. Works with Human Resources Management Office in all steps of the recruiting and hiring process to expeditiously recruit for vacant positions and to select qualified employees, including references for the selectee. Directs, supervises, and holds ultimate responsibility for all clinical and administrative operations of the HUD-VASH program and initiatives. Fosters strong relationships with a broad range of VA, government, and non-government partners within the community. Plans, advocates, manages, and monitors all resources allocated to the program. Manages the HUD-VASH budget. Works to ensure the safety of all program staff and Veteran beneficiaries. Implements new programming and compliance initiatives forwarded from VA Central Office. Provides a full scope of direct patient care to Veterans within the facility's Homeless Programs, working at Advanced Practice Level. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to SW Licensure Summary by State. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Social Worker (HUD-VASH Supervisor), GS-13: Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as social worker program manager must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs. (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services by supervised social workers. (d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. (e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
