This position is assigned to Human Resources Management Division, Office of the Executive Director, Bureau of Diplomatic Security (DS/EX/HRM). HRM provides a comprehensive, customer focused program of human resources management services.
You will serve as the Chief of the Classification and Workforce Planning Team with responsibility for planning and overseeing a broad range of position classification, position management, and workforce planning and analysis functions.
Duties
As supervisor, plans, organizes, and manages the delivery of a comprehensive program of customer-focused services in position classification and position management.
Directs the review, analysis, and resolution of systemic classification problems, such as inconsistencies, misallocations of series and grades, outdated and inaccurate position descriptions, and undocumented position or organizational changes.
Oversees the development, implementation, and interpretation of policies, procedures, and standard practices governing the Bureau's position classification and position management program.
Responsible, either personally or through the efforts of staff members, for providing the Bureau with a broad range of expert workforce planning and analysis services.
Plans work to be accomplished by staff members, sets priorities, and establishes schedules and milestones for work completion.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
- Experience utilizing position classification standards and evaluation guides to classify positions in the appropriate title, series, and determine the appropriate grade of a full range of positions in the Foreign Service and Civil Service;
- Experience applying Fair Labor Standards Act (FLSA) regulations, policies, practices, and procedures to make appropriate determinations;
- Experience researching and analyzing information to formulate recommendations and/or draw conclusions on complex position classification matters; and
- Experience providing authoritative human resources management advisory services at all levels.
There is no substitute of education for specialized experience for the GS-14 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
