This position is assigned to Human Resources Management, Office of the Executive Director, Bureau of Diplomatic Security (DS/EX/HRM). You will serve as the lead accountability auditor for classification and position management functions within the Bureau.
Duties
Leads and/or conducts complex internal human resources (HR) accountability audits in the areas of classification and position management.
Provides expert technical advice and guidance on classification and position management matters to HR staff and senior management.
Provides definitive interpretations of classification standards, appeals decisions, and precedents in
classification.
Administers HR management oversight of all duties with merit principles and applicable laws, regulations, rules, policies, and procedures.
Advises management and provides authoritative operational guidance to HR specialists on all aspects of classification.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience with utilizing Office of Personnel Management (OPM) classification standards and supplemental guides to classify positions in the appropriate title, series, and to determine the appropriate grade of a full range of positions in the Civil Service and Foreign Service;
Experience with applying Fair Labor Standards Act (FLSA) regulations, policies, practices, and procedures to make appropriate FLSA designations;
Experience researching and analyzing information to formulate recommendations and/or draw conclusions on complex position classification matters; and
Experience with applying a wide range of advanced classification and position management concepts and practices sufficient to serve as a technical authority.
There is no substitute of education for specialized experience for the GS-14 position.
