This position is located in the Office of Human Resources, Policy, Planning and Data Analysis Division. The position provides advice and guidance to HR program areas in their human resources management (HRM) information needs. The incumbent serves as a program specialist for automated personnel systems and their integration and provides guidance to ensure the quality of the data entered and maintained in the automated HR systems.

Qualifications
To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration. To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include:
Experience in applying, database management systems and quality assurance principles and practices; and methods to process transactions and record updates to a portion of the database that are part of the HR information system, in order to maintain data quality.
To qualify for the GS-09 on Education alone, you must have:
2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree.
You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:
Experience in applying, database management systems and quality assurance principles and practices; and methods to process transactions and record updates to a portion of the database that are part of the HR information system, in order to maintain data quality, AND
Experience of a wide range of fundamental human resources management laws, principles, policies, methods, and practices as applied to the field of HR information systems to translate HR business practices into information system requirements; apply information technology principles to HR business processes; and design, integrate, retrieve, and provide HR reports to stakeholders.
To qualify for the GS-11 on Education alone, you must have:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
HR Information Systems - Knowledge of HR management concepts, principles, and practices related to identifying and analyzing HR processes, translating functional requirements into technical requirements, and delivering and maintaining HR information systems.
Oral Communication - Ability to engage in oral communication and present information in a clear way in a variety of situations for a variety of purposes and audiences.
Technical - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
