Duties
Analyze and implement Bureau policies as well as new legal guidance, laws, and regulations in the development of products in support of the Department.
Create and implement program and process remedies involving novel and highly complex issues that result in major precedent-setting decisions and involve powerful competing interests.
Establish and implement the most appropriate customer service delivery model for the delivery structure. Lead the development and implementation of quality and performance metrics for the Division's performance.
Actively participate in the development of instructions and guidelines proposed for implementation within the organization.
Plan work to be accomplished by subordinates; make assignments based on capability and expertise; evaluate the subordinate supervisors' performance and the performance of those employees reporting directly to him/her.
Give advice or instruction to subordinates on work and administrative matters.
Emphasize teamwork throughout the Division through cross-training, backup, and assisting one another with workloads.
Set and adjust short-term priorities and schedules and make decisions on work problems of subordinate supervisors.
Responsible for the technical and administrative supervision of a large and complex staff in various professional HR positions and other administrative positions to carry out the mission of the organization.

Qualifications

You must possess one (1) full year of specialized experience at or equivalent to the GS-14 level that is equivalent in difficulty and complexity. Specialized experience is defined as Leading complex programs and working as part of a multi-disciplinary management team responsible for managing a variety of programs, analyzing issues, developing and executing strategies and devising solutions to the mission program needs of the organization. Providing advice, guidance, and leadership on a variety of complex Staffing, Classification and HR Systems issues. Making determinations in complex and sometimes obscure matters. Developing, interpreting, and analyzing data extracts and reports from automated HRM systems and participating in the development of automated system approaches for more effective tracking and reporting of work.
