This position is part of the Interior Business Center (IBC), Human Resources Directorate (HRD), IBC HRD Human Resources Operations Division. The incumbent serves as a Supervisory Human Resources (HR) Specialist (Staffing & Classification) managing HR Specialists, HR Assistants who provide daily operational support to client organizations and agencies in all matters related to Staffing & Classification.
Duties
Serves as Branch Chief for the HR Operations Branch 5 with responsibility for providing staffing and classification support to a myriad of assigned client organizations.
Manages all Branch activities and staff in a shared service environment with many competing priorities, heavy workload, and changing requirements.
Invests in staff coaching, training and development; makes hiring decisions; assigns work and workload balances as needed.
Collaborates effectively with client organizations to understand their unique needs, ensuring delivery of an exceptional customer experience that exceeds expectations.
Serves as a staffing and classification technical subject matter expert and assists staff in advising clients on difficult and/or unusual situations, unique statute authorizations, flexibilities, etc., in order to support client accomplishment of their mission.
Demonstrates and fosters teamwork within the Branch and across the Division, helping staff build resilience, can-do approach, and esprit de corps.
Performs Branch strategic planning in support of and alignment with Division and organization goals.
Qualifications
At the GS-14 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-13 level in the Federal service. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, specialized experience for this position includes but is not limited to: experience providing staffing and classification advisory support services to multiple assigned client organizations or Agencies, including providing advice and assistance on complex issues or unusual situations and serving as a subject matter expert in staffing and classification.

This position requires that you obtain and maintain the Delegated Examining Certification.
TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
