This position is located in the Department of Health and Human Services, Administration for Strategic Preparedness and Response, headquartered in Washington, District of Columbia.
Duties
WHAT YOU'LL BE DOING DAY TO DAY
As a Program Analyst you will use your knowledge of and experience with the Administration for Strategic Preparedness and Response to optimize business results and customer experience to:
Manages planning and execution of COOP program activities and governance to ensure alignment with COOP goals and HHS goals. Plans and support requirements/plans for exercises.
Responsible for providing technical and administrative recommendations necessary to resolve matters which may be controversial, complex or which set a general precedent. May include working in a fast paced environment and meet short deadline.
Provides input or develop technical standards and/or procedures for telecommunication development, implementation, and management.
Presents formal and informal briefings in order to influence and coordinate the COOP vision, culture, strategy, and framework across the Department and its Divisions. Provides advice to management and program officials on program related policies and procedures.
Responsible for the preparation of reports, fact sheets, mission analysis products, presentation, talking points, formal responses, and outreach material, etc. on COOP leadership, OIG, GAO, and other internal and external stakeholder.

Qualifications
WHAT WE ARE LOOKING FOR
Have one year of specialized experience, equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
Developing organizational COOP policies, procedures and guidance in accordance with applicable regulations and policy.
Planning organizing, and coordinating COOP stakeholder efforts across organizational lines.
Utilizing qualitative and quantitative methods for assessment and improvement of COOP program operations.
Knowledge of Telecommunication Services and solutions to ensure compliance with policy and requirements for the department.
