This position is located in the Department of Homeland Security (DHS), under the Management Directorate (MGMT), Office of Biometric and Identity Management (OBIM), Office of the Director (OOD), Futures Identity (FI) reporting to the Deputy Assistant Director (DAD), OBIM.
The primary purpose of this position is to serve as a program analyst by analyzing the effectiveness and efficiency of assigned Biometric and Identity programs.
Non-BU: This is a non-bargaining unit position.
Duties
As a Program Analyst (Biometrics and Identity), GS-0343-14, your typical work assignments may include:
Proposes, coordinates, and supports research and development of possible applications of emerging techniques and the application of the latest technological discoveries to objectively advance solutions and capabilities that impact the Department, including force readiness.
Manages OBIM's outreach and liaison efforts across a diverse range of designated organizations and key stakeholders in the biometrics community.
Conducts mid-range and long-range planning meetings, assessing and establishing long-term goals of the biometric identity programs relative to the development, acquisition, testing, product improvements, fielding, and sustainment of the biometrics systems.
Performs the duties of COR, including contract, financial, budgeting, and associated activities. Guides the activities of contract support personnel.
Directs the development, preparation, and distribution of FI's biometric publications and engagement strategy framework, including technology, etc.

Qualifications
Specialized Experience:
You qualify for the GS-14 grade level if you possess one (1) year of specialized experience equivalent to the GS-13 grade level in Federal service or equivalent private/public sector experience. For this position, specialized experience is defined as:
Proposes, coordinates, and supports research and development of possible applications of emerging techniques and the application of the latest technological discoveries to objectively advance solutions and capabilities that impact the Department, including force readiness.
Coordinates and/or administers all phases of assigned contracts from inception to completion including analyzing program requirements in compliance with the Federal Acquisition Regulation (FAR) contractual provisions and other regulatory requirements.
Develops and implements effective communications, outreach plans, and program initiatives in the field of future biometric identity services to inform and educate targeted audiences in establishing stakeholders' understanding of the Futures Identity mission, goals, values, programs, and activities.
