Duties

Serves as an Army Lead Defense Travel System Administrator (LDTA) and provides sustainment of the Defense Travel System (DTS) for the U.S. Army. Provides support to organizational DTAs and Command Support Personnel for the activities during system operations (e.g., reviews personnel data, business process analysis, DTS sustainment training. Provides guidance to the organizational DTA with oversight and support of maintenance of traveler’s profiles, organizational data, reporting, budgetary and document flow procedures. Provides assistance to the organizational DTA for operation of the DTS Tier 2.5 Help Desk. Monitors user information and controls user access to Privacy Act information and travel documents. Coordinates with the DTS Finance Defense Travel Administrator (FDTA) to perform a variety of budgetary and administrative functions in implementing the organization’s travel program, policies, and procedures.

Qualifications

Time in Grade: For entry at the GS-09 level, status applicants must have served 52 weeks as a GS-07 or higher grade in the Federal Service. Specialized Experience: For the GS-09, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-07 grade level in the Federal service, or comparable in difficulty and responsibility to GS-07 if outside the Federal service. Specialized experience is defined as applying travel pay rules, policies, and procedures within the Defense Travel System (DTS), to include DTS sustainment training to Administrators and Command Support Personnel. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Competencies: Communication, Concepts, Policies, and Principles of Finance, Financial Management Analysis, and Financial Management Systems Qualification and time-in-grade requirements must be met within 30 days after the closing date of this announcement.

Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-09 LEVEL: Two full years of progressively higher level graduate education, or Master's or equivalent graduate degree such as LL.B. or J.D., may be substituted to meet the experience requirement.
