The incumbent will work under the general administrative direction of the Deputy to the Garrison Commander who makes assignments of a broad and general nature covering long-range program plans, objectives and policies. The incumbent is relied on to carry out assigned responsibilities with minimum guidance. Exercises authority in carrying out responsibility for the directorate mission referring to the commander only those issues involving significant policy concerns.
Duties
Oversee financial management support functions, (e.g., budget services, managerial accounting, acquisition planning, manpower, equipment, etc.), in support of resource management programs.
Formulate annual and/or multi-year multi-million budget to meet funding requirements for operating activities
Monitor programs, projects, operations, and/or activities to ensure short and/or long-term resource management goals are met
Review manpower documents that prescribe organizational structure, personnel, and/or equipment authorizations to ensure effective distribution of allowances.
Delegate authority to subordinate supervisors and/or program managers for the management of respective organizations.
Initiate contact with external organizations and/or counterparts to coordinate work related changes which affect the organization
Provide training opportunities for professional development of staff based on individual development plans
Provide written guidance on resource management topics to ensure proper program execution

- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed
- This is a Financial Management Level 3 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012
- Designated Emergency Essential (EE): An Emergency Essential position is defined as a civilian position located overseas or that would be transferred overseas during a crisis situation
Qualifications
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes administering a financial and resource management program and providing recommendations to management on the allocation of resources. Formulating annual and/or multi-year multi-million budget to meet funding requirements for operating activities and delegating authority to subordinate supervisors and/or program managers of an organizations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-13.
