Duties

The primary purpose of this position is: To serve as the senior analyst for Security Cooperation with Canada and Caribbean nations within the United States Northern Command (USNORTHCOM) Area of Responsibility (AOR) in the North American Aerospace Defense Command (NORAD) and USNORTHCOM (N-NC) J5, Directorate of Strategy, Policy and Plans, N-NC/J59 Security Cooperation and Partnership Division. Responsible for developing and coordinating Theater Security Cooperation (TSC) programs and activities in support of National, Department of Defense (DOD) and Combatant Command objectives for security cooperation and partnership and cooperative defense activities. Demonstrates significant expertise in the history, cultural sensitivities, and knowledge of Combatant Command security cooperation and partnership initiatives related to Canada, the Bahamas, and other Caribbean nations in order to effectively support TSC objectives. Writes, develops, edits and revises talking points, information papers, briefings, strategy and policy documents, executive summaries, and trip reports for the Combatant Commander and senior military leadership at NORAD and USNORTHCOM. Provides support for N-NC/J5 efforts with the Office of the Secretary of Defense, Joint Staff, other Combatant Commands, Services, ODCs and the federal interagency, as necessary to collect facts on various TSC projects, programs and activities and makes recommendations for actions to maximize their benefit to the Command. Leads, plans, coordinates and executes USNORTHCOM, working groups, meetings, conferences, symposia, and site visits at domestic and international venues that relate to duties assigned.

Qualifications

Conditions of Employment (cont.) This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. This is a Security Cooperation (SC), Practitioner Proficiency Level position. In accordance with Security Cooperation Workforce Certification Program 2.0 requirements, incumbent must meet DoD SCW certification requirements applicable to the duties of this position. In addition to certification requirements detailed above, SCW member must meet the following conditions to remain in good standing: At least 1 years of successful SC work experience with a performance appraisal rating of 3 or better and 60 hours of continuing education (CUE) every two years. The certification requirement is a condition of employment for the SC position. Failure to obtain DoD SCW certification within the required time may subject the incumbent to adverse action. The supervisor is responsible for enabling personnel to accomplish the SC Certification requirement. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Miscellaneous Administration and Program Series 0301 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes In-depth knowledge of National, bi-national, bilateral, and DOD-level strategic guidance and policy documents and Traditional Commander's Activities as they apply to TSC programs and C-TCO activities, planning and processes; thorough knowledge of domestic and international political/military issues. Expert knowledge of US Government agencies involved in national security, international and interagency security cooperation, planning and coordination relationships. In-depth knowledge of the legal and policy framework relating to DOD TSC activities including treaties and international agreements pertaining to the organizations missions with Canada and the Bahamas such as the United States - Canada Basic Defense Document. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Thorough knowledge of and experience associated with international organizations, problems, or other aspects of foreign affairs planning, policy or strategy at the Service, Combatant Command or DOD-level and in foreign relations at the military-to-military or military-to-government level; Master's degree preferred Knowledge of Traditional Commander's Activities program and events. Knowledge of Canada, The Bahamas, and other Caribbean nations' customs, culture, and history as well as current issues facing the U.S. and Canada, The Bahamas, and other Caribbean nations. Knowledge of bi-national, bilateral, Canadian Department of National Defense, DOD, and Combatant Command strategic guidance documents relating to TSC. Knowledge of Security Assistance and security cooperation resourcing programs with regard to pertinent laws (Title 10 and 22 US Code), strategic guidance, regulations, and policies. Demonstrated ability to perform strategic analysis of National, DOD, and interagency strategy and policy. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions and package the entire process in briefings, papers or reports suitable for senior N-NC leadership use and decision-making. Ability to communicate effectively, both orally and in writing. Skill to negotiate and defend ideas and support emerging concepts relating to TSC and C-TCO programs and activities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
