The primary purpose of this position is to serve as a senior systems administrator with responsibility for planning and coordinating the installation, testing, modifying, upgrading, operation, troubleshooting, and maintenance of hardware and software systems for collateral, Top Secret Sensitive Compartmented Information (TS/SCI), and Special Access Program (SAP) information technology (IT) systems.
Duties
DUTY 1: Performs role as a Senior Systems Administrator. Plans, coordinates, documents, and installs applications software and hardware for computer information systems and operating systems and performs system sustainment tasks.
DUTY 2: Provides IT and cybersecurity technical guidance and instruction to users and other IT specialists. Prepares, coordinates, and implements policy and procedures for hardware and software applications system operation. Develops comprehensive instruction for operation of system components.
DUTY 3: Implements and enforces all Department of Defense (DoD) IT system cybersecurity policies and procedures, as defined by cybersecurity-related documentation. Implements the Risk Management Framework to comply with FISMA requirements for assigned systems.
DUTY 4: Administers and manages the Communications Security (COMSEC) program. Controls and protects all sensitive cryptographic materials and related COMSEC information.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- Position is designated and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

- Drug Testing: This position has been designated by the Department of the Air Force as a Testing Designated Position (TDP) under the Department of the Air Force Civilian Testing Program.
- The employee must pass initial and periodic short-notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Department of the Air Force, national security, and public safety.
- The position is in a fast-paced, high-stress staff environment supporting SAF/AA, SAF/AAH, and a variety of staff elements within Headquarters AF and the Air Force Personnel Center.
- The individual will face daily urgent requests from general officers and senior executives for papers, briefing, and evaluations, typically concerning politically sensitive or National Security related issues.

- Cybersecurity Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per the DoDD 8140.03.
- The incumbent of this position must achieve the appropriate Cybersecurity certification within six (6) months of assignment of these duties. Failure to receive the proper Cybersecurity certification may result in the removal from this position.
Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GG-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the quality experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, 2210 (Alternative A).

BASIC REQUIREMENTS:
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of IT and Cybersecurity concepts, principles, and practices in a professional IT/Cybersecurity occupation (system functions, security policies, technical safeguard, and operational security measures), such as would be gained through extended graduate study or experience, and skilled in applying this knowledge to difficult and complex IT work assignments; and a comprehensive, intensive, practical understanding of IT/Cybersecurity field and skill in applying this knowledge to the development of new methods, approaches, or procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of a wide range of IT principles, concepts, methods, policies, advancements, information security practices, and methods for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating IT security tools and procedures to ensure optimum performing systems.
2. Comprehensive knowledge of a wide range of Cybersecurity principles, concepts, practices, methods, and cross-domain solutions within the DoD, Director of National Intelligence (DNI), and Special Access Program (SAP) Communities in support of unique organizational and customer security requirements.
3. Comprehensive knowledge of the certification and accreditation/risk management framework processes.
4. Expert ability to perform a wide range of systems administration functions to optimize the functionality and performance of systems and ensure the availability, integrity, efficiency, and reliability of servers, telecommunication circuits, and equipment.
5. Apply expert IT methods and information security practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems, provide support that minimizes interruptions in service to users, and maintain liaison with industry and other activities to provide awareness of state-of-the-art technology.
6. Expert skill and ability to communicate effectively, both orally and in writing.
