This position is located in the Bureau of Population, Refugee, and Migration, Office of the Executive Director (PRM/EX) which reviews and approved representational expenses by planning, organizing, carrying out and coordinating annual and multi-year budgeting activities for administrative expenses. Position also performs a wide variety of analytical and administrative duties related to budget formulation, justification, presentation, execution, and review.
Duties
Contributes significantly to the accomplishment of the formulation of the current and out year budgets for assigned substantive program areas, and development of narrative justifications linking budgets to levels of program effort.
Assesses planned and anticipated program initiatives and activities through detailed analysis and consideration of program requirements in collaboration with program officials to prepare annual budget estimates for budget submissions.
Develops cost benefit and other analyses for recommending changes in funding and budget plans, and highlights the impact, including out years, on programs, projects, or activities may occur if recommendations are accepted.
Drafts or coordinates responses and provides information, explanations, and clarifications that respond to Department, Office of Management and Budget and Congressional questions and inquiries.
Monitors the execution of a budget with many different sources and types of funding (e.g., multiyear appropriations, allotments from appropriations, transfers of funds, reimbursements, revenue from working capital funds, and trust fund accounts).
Requirements

- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
- Statement of Employment & Financial Interest required prior to appointment.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants for GS-12 level:
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience identifying funding problems while understanding underlying funding and oversight requirements.
Experience providing expertise on issues related to the preparation and analysis of budgets.
There is no substitute of education for specialized experience for the GS-12 position.
Applicants for GS-13 level:
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience resolving accounting or auditing problems and providing awareness to staff members.
Experience tracking and analyzing multi-year appropriations and pipelines for specific programs.
There is no substitute of education for specialized experience for the GS-13 position.
