This position is located in the Department of Housing and Urban Development, Office of the Chief Financial Officer.

Duties

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a/an Accountant (Staff), you will: Design, implement, and develop automated accounting systems; provides expert advice in specialized areas of accounting, resolves problems, and develops policies; determines accounting system adequacy; review legislation and regulations; develop regulations and guidelines for program users. Develop and monitor accounting internal control program(s), identifies problem areas, and develops solutions to improve operating program effectiveness. Maintain complex operating accounting systems, which includes developing systems improvements, providing solutions to program management problems. Provide advice to financial and program managers and other accountants on unusual and difficult accounting systems and/or operations problems. Develop procedural manuals, methods, and directives for HUD program offices. Conduct studies for special projects. review, analyze, and validate industry financial data; develop segments of surveys and systems for gathering and analyzing data; resolve accounting discrepancies in reported data. Routinely devise new methods and criteria to identify trends and patterns, modify systems to accept new kinds of data, and prepares a variety of regular and special purpose reports. Analyze operations, financial systems, periodic and special reports, and system edits to develop information on trends, anomalies or problems and develop solutions; plan and execute changes to the content and nature of financial reports and application of computer technology to accounting functions.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-13, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: - Applying General Ledger chart of accounts to accounting transactions; AND - Preparing, analyzing, validating, and interpreting financial statements and note disclosures; AND - Preparing, analyzing, and interpreting accounting data, records, and reports.; AND - Drafting financial management/accounting policies or procedures. For the GS-12, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes: - Researching and reconciling transactional data (subsidiary ledger) to the general ledger (summary); AND - Analyzing and interpreting accounting data, records, and reports.; AND - Assisting with the development or implementation of an automated accounting system, solution, or tool. - Researching and assisting in the development of policies and procedures. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13 you must have been at the GS-12 level for 52 weeks. For the GS-12 you must have been at the GS-11 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Education

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.

1. A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that:
(a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining;
(b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and
(c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
