The primary purpose of this position is: To serve as the Education and Training Analyst under the direction of the Chief, Education and Training Section. This position plans for, manages, and executes functional and academic training to ensure maximum mission readiness of the SMC workforce.
Duties
1. Plans for and manages implementation of technical, managerial, and administrative training program of significant complexity with the 61 FSS/FSDE Training Section, ensuring that the Training Section complies with legal and regulatory requirements and meets customer needs.
2. Analyzes mission requirements, organizational or functional problems with training staff and recommends to supervisors, senior analysts and management officials the training solutions or other alternatives necessary to ensure mission effectiveness.
3. Advises supervisors, senior analysts and management officials in the identification, validation, and justification of key education, functional training, and professional and institutional development needs.
4. Analyzes the effectiveness of training programs in meeting the needs of management and employee training and recommends possible improvements to supervisors, senior analyst and management officials.
5. Responsible for customer service inquiries and Training Publicity, Briefings and Outreach. Inquiries may be by e-mail, telephone, and walk-in customer and by mail.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
FOR GS-09
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes:( 1) tracking the completion of training for staff members to ensure all requirements are met;(2) Communicating assignments, milestones and deadlines to staff members based on supervisor instructions; (3) analyzing problems and conducting research to develop recommendations for resolution.
OR
EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts.

LL.B. or J.D., if related. NOTE: You must submit a copy of transcripts
OR
COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
FOR GS-11
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: (1) planning, administering, facilitating, and/or advocating for critical training programs; (2) conduct training, briefings and/or outreach activities to disseminate program information; (3) evaluating mission requirements and obstacles to devise strategies which overcome barriers and lead to success.
EDUCATION: Ph.D. or equivalent doctoral degree or 3 years of progressively higher-level graduate education leading to a Ph.D. degree or LL.M., if related. NOTE: You must submit a copy of your transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the mission, goals, policies, instructions, and processes that apply to Air Force military and civilians.
2. Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations.
3. Ability to research, interpret, and apply rules, regulations, policies and procedures. Ability to plan and execute complex, multi-faceted projects.
4. Ability to apply current education and training philosophies and practices.
5. Ability to create and update databases and produce quality productivity indicators and graphic presentations.
6. Skill in oral and written communication required to deal effectively and tactfully with personnel at all levels.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214,
Certificate of Release or Discharge from Active Duty.
