This position is located in the Staff of the Assistant State Conservationist for Field Operations in Salinas and Fresno Area Offices, Natural Resources Conservation Service (NRCS). The primary purpose of this position is to serve as the Conservation Business Tools Coordinator with Responsibility to provide leadership, technology development, technology transfer, and technical assistance for use of NRCS business tools in the state.

Duties

Provides support and guidance to field, area, and state staff for common Geographic Information Systems (GIS) applications and tasks. Works closely with state and area specialists and conservation partner leaders to determine the most efficient methods for implementation of technology tools. Coordinates with other state technical staff to further the development of, use for, and access to natural resource data. Provides training to achieve basic user skills in NRCS Business Tools for all employees with conservation planning job responsibilities. Integrates Geographic Information Systems (GIS) and Global Positioning Systems (GPS) technology with the Customer Service Toolkit (CST) and other business tools to enhance conservation planning capability.

Basic Requirement: Degree: Bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: To qualify at the GS-11 grade level, you must meet the following: Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the 09 grade level in the Federal service, performing the following duties: Utilizing technical tools, systems, and databases (such as Geographic Information Systems) and other business tools in support of conservation activities; AND Providing technical support and training to others on the use of electronic business tools related to conservation planning and implementation. OR Education: Must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (You MUST submit supporting academic transcripts.) OR Combination: Combination of the above described education and specialized experience such that they total 100% when combined.
