Duties
At the GS-11 level, the primary duties of this position are:
Assembles, coordinates, and oversees interdisciplinary teams in the preparation and processing of assigned environmental documents.
Arranges, defines, and coordinates work between cooperating Federal agencies.
Conducts workshops, hearings, and meetings and interacts with public interest groups, water districts, individuals, and representatives of Federal, State, and local governments regarding all aspects of preparing and processing environmental documents.
Reviews and provides comments on environmental impact statements and other environmental documents prepared by the Region and other agencies for compliance with policy directives and compliance with the provisions of the National Environmental Policy Act (NEPA), California Environmental Quality Act (CEQA), Endangered Species Act (ESA), and other environmental statutes, executive orders, regulations, procedures, and the Reclamation NEPA Handbook.
Reviews planning and other internal and external reports and data dealing with environmental problems and their solutions to ensure environmental policy is articulated properly.
Studies and monitors new developing issues in the environmental field that may have potential impact on Reclamation programs in the Region.
Acts in a liaison capacity with other technical segments of the Regional Office, with natural resources specialists in Reclamation's Denver office, and personnel in the project offices on environmental matters affected by various planning, design, construction, operation and maintenance phases, and research efforts.
Participates as member of special Reclamation committees, task forces, and groups that are formed to address projects of a special or controversial nature to represent Regional environmental policy positions.
Position may be filled at the GS-07, GS-09, or GS-11 level. At the full performance GS-11 level, the incumbent serves as a journey level specialist. At the GS-05, 07, and 09 levels, the duties of this position are developmental in nature, leading to the full performance level of GS-11. The incumbent may be non-competitively promoted to the next level of the position upon meeting all regulatory requirements; certification by the supervisor of successful performance; completion of all training requirements; and the availability of work at the next higher grade level. Promotion is not automatic.
Qualifications
To be eligible for consideration, you must first meet the Basic Education Requirement for this position, having a:
1) Degree: Biological sciences, agriculture, natural resources management, chemistry, or related disciplines appropriate to the position.
OR
2) Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education/specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-07, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-05 level in federal service having demonstrated experience supporting natural resources or biological science activities such as: Serving as a team member making examinations for land use, protected species, or other natural resource problems; collecting samples and assisting in the identification and assessment of problems; compiling and summarizing data from surveys or biological evaluations; and checking resulting data for inconsistencies, providing preliminary results and reports to senior professionals. You could otherwise qualify on the basis of Education having one year of graduate-level education in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, OR superior academic achievement.
The superior academic achievement provision is to be used to determine eligibility for applicable GS-07 level positions of persons who have completed (or expect to complete within 9 months) all the requirements for bachelor's degree from an accredited college or university with a qualifying grade point average (GPA), class standing, or honors society. To qualify at the GS-09, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in federal service having demonstrated experience performing complete, small-scope assignments, or portions of larger assignments, involving environmental compliance planning, developing, evaluating, and implementing proposals for land, species, or resource management activities, including planning, conducting, and analyzing the work, developing preliminary conclusions, presenting the data, and preparing summary reports. You could otherwise qualify on the basis of Education having two years of progressively higher-level graduate education leading to a master's degree OR master's or equivalent graduate degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in federal service having demonstrated experience using professional concepts, principles, and practices of environmental or natural resources sciences as they relate to a water-based resources operation, such as a lake or river; experience analyzing environmental conditions and preparing environmental documentation such as environmental impact statements, environmental assessments, etc.; experience substantiating environmental practices or conditions against statutes, such as NEPA, ESA, etc.; experience in dealing with related disciplines, such as fish and wildlife management, or natural resources management; experience in project management and project coordination activities as it relates to an environmental program, dam operations, or water resources management. You could otherwise qualify on the basis of Education having three years of progressively higher-level graduate education leading to a Ph.D. degree OR Ph.D. or equivalent doctoral degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
