About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W0CUAA US ARMY FUTURES COMMAND. See the Additional Information section for more information regarding Term appointments.

Duties

Serve as the lead Human Resources, Personnel and Force Management specialist for Army Futures Command's (AFC) Directorate of Intelligence and Security’s (DoIS). Maintain liaison with counterparts within AFC, AFC Direct Reporting Unit’s (DRU) intelligence sections, and external intelligence organizations to ensure coordination of approaches to AFC's human resourcing, personnel and force management. Assess future developments related to Directorate programs and activities to advise leaders of personnel and force management challenges, risks and opportunities. Manage the Directorate’s responsibilities for evaluations, including military, civilian and contract personnel. Produce appropriate tracking mechanisms to ensure awards are accounted for and completed in a timely manner. Conduct regular reviews of financial records, programmatic activities, and performance metrics and advises Directorate leadership on a routine basis. Establish and maintain effective working relationships with other AFC directorates, AFC Direct Reporting Unit’s (DRU) intelligence sections, and intelligence production centers and external organizations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a Top Secret (TS) security clearance based on a TS investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • May require Temporary Duty (TDY) travel to locations both within the continental United States (CONUS) and outside the continental United States (OCONUS) up to 25% of the time.

AND 2) Experience providing recommendations to leadership on personnel allocations to ensure they have the personnel necessary to support their missions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GG/GS-12). Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
