This position is located in the Department of Health and Human Services, Assistant Secretary for Financial Resources, headquartered in Washington, District of Columbia.
Duties
WHAT YOU'LL BE DOING DAY TO DAY
As an Accountant (Staff) , you will use your knowledge and experience to optimize business results and customer experience by:
Performing monthly and quarterly reviews and reconciliations of trial balance submissions from Operating Divisions and ensuring accurate and complete reporting in accordance with reporting guidance and applicable laws and regulations, to support implementation of financial management legislation, Federal Accounting Standards related to financial management (e.g., from the Government Management Reform Act [GMRA], OMB Circulars A-136, A-11, A-123, US Standard General Ledgers [USSGL], Treasury Financial Manual [TFM], HHS Accounting Transaction Manual, and others).
Assisting in preparing procedural instructions related to implementation of HHS accounting systems and business processes, to ensure the Department is in compliance with the Generally Accepted Accounting Principles, and reporting requirements from authoritative agencies such as OMB, Treasury, and GAO.
Conducting financial statements analytical reviews based on the standard operating procedures and performs reconciliations in accordance with reporting guidance (Fund Balance with Treasury, Accounts receivables, undelivered orders, and other general ledger accounts).
Assisting in audit deliverables duties includes preparation of audited financial statements and related reports, and uploads to audit deliverable portal
(e.g., monitoring, corrective actions).
Working closely with leadership in identifying root causes and complete applicable forms and documentations.
Providing assistance to Directors with analysis and reports in order to seek and implement avenues of financial management research and information from organizations within the federal government.
Participating in various inter-agency working groups where the incumbent provides meeting notes to the team and Division of Financial Statements and Audit (DFSA) Director.

Qualifications
WHAT WE ARE LOOKING FOR
Basic Qualifications:
You must meet one of the items listed below (A or B):
A. Possess a degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (Must provide transcripts)
OR
B. Possess a combination of education and experience -- at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. Minimum Qualifications:
GS-09:
A. You must possess at least one year of specialized experience equivalent to the GS-07 level in the Federal service (obtained in either the public or private sectors) performing at least three (3) of the following:
1. Interpreting laws, regulations and standards pertaining to accounting and financial management.
2. Developing accounting data for reports for management's decision making.
3. Identifying and resolving weaknesses in the financial reporting environment.
4. Analyzing accounting data, identifying issues, and recommending solutions.OR
B. You must possess two full years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in accounting or auditing or a degree in a related field such as business administration, finance, or public administration;
OR
C. You must have a combination of the required experience (A.) and education (B.) for this grade level.
