This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a senior logistics specialist with responsibility for the coordination and direction of logistics activities for programs under project/product management. This is a pay banded position. The NH-04 band encompasses grades 14 and 15 under the General Schedule (GS) system.

Duties

Develops and executes integrated logistics support plans which address all the principal elements of total life cycle management for assigned program. Participates in the development of budgetary requirements for adequate logistics support of assigned systems. Directs and coordinates logistic support for test operations. Serves as the principal point of contact for all logistics support activities for assigned systems. Insures materiel defects are corrected and resolves user problems encountered during the fielding process.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Level Advanced Level in the Acquisition Career Field Program Management within 48 months of entrance on duty.
  • This position is a Critical Acquisition Position (CAP) position. Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450 and annually thereafter in accordance with DoD Directive 5500-7-R.
  • Employee must be able to obtain and maintain a Secret security clearance.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year experience equivalent to the NH-03/GS-13 grade level or equivalent pay band in the Federal service that includes: 1) Performing logistics management duties for major systems acquisition programs with demonstrated experience with integrated product support activities including developing a life cycle sustainment plan; 2) Developing/coordinating contract scope of work for logistics support, from concept through deployment; 3) Developing budgetary requirements for adequate logistics support of assigned systems; and 4) Developing materiel-fielding plans, fielding agreements with users, and other long and short-range planning documents. This non-supervisory position is subject to a salary control point equivalent to the GS-14, step 10 base salary. Or, if the incumbent's salary currently exceeds the GS-14, step 10 level, the incumbent's salary will be put on a salary control point at the incumbents existing salary.
