Duties

This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement, Office of Equal Opportunity in Washington, D.C. At the full performance level GS-13 the major duties of this position include, but are not limited to the following: Prepares the agencies management directive 715 report, conducting barrier analyses and other agency annual reports, such as Federal Equal Opportunity Recruitment Program (FEORP); and Disabled Veterans Affirmative Action Program (DVAAP) and collaborate with the OSMRE's Disability Program. Responsible for implementing and administering the OSMRE's SEP which includes Federal women's Program; Hispanic Employment Program; and provides leadership, guidance, and advice to Collateral Duty SEP Managers in OSMRE headquarters and field offices related to program activities and implementation procedures. Responsible for implementing and administering the OSMRE-wide special initiatives pertaining to diversity, equity, inclusion, and accessibility (DEIA), to include representing the OEO in weekly cross-organization discussions aimed at efforts to advance DEIA within the workforce, the review and analysis of data, and to work with other staff to determine potential triggers and barriers that exist.

Qualifications

Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series to which you are applying. Specialized Experience To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Lead, administer and implement the AEP by conducting studies, barrier analysis, reviewing results, identifying systemic issues and challenges; recommend and implement corrective measures for assigned program areas and collaborate with HR personnel to develop short term and long range goals aimed at increasing participation rates for women and minorities (inclusive of persons with targeted disabilities).2) Prepare the annual EEOC MD 715 Report and in doing so, conducts barrier analyses throughout the year to assess agency workforce demographics, hiring activities, attrition rates, and performance awards; identify triggers and workforce trends and evaluate policies, practices and procedures. 3) Lead and provide oversight of an agencies Special Emphasis Programs and Committees by ensuring that annual certification training is conducted, workforce plans are developed and initiative are launched in support of increasing opportunities for disadvantaged groups and eliminating barriers to equal opportunity.4) Use technology integration, management of data systems, various software (Excel, Tableau, PowerPoint, Adobe InDesign), and web development for development of metrics, dashboards, reports, and/or presentations.5) Work collaboratively and strategically with the Bureau's Diversity and Inclusion Strategist to meet, plan, coordinate and launch initiatives aimed at advancing Diversity, Equity, Inclusion and Accessibility (DEIA). Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. You must meet all qualification and eligibility requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
