This position is located at Departmental Offices, Management CFO-D.C. Pensions. As a Financial Manager, you will support Treasury responsibilities for certain District of Columbia retirement programs transferred to the Secretary by the Balanced Budget Act of 1997, with particular focus on the financial reporting, accounting, budget, internal controls, financial statement audit, annual reports, debt, and investment management.

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Duties include:
Managing major activities related to the financial management of the D.C. Pensions Program. Preparing requirements, establishing key performance milestones, conducting acquisition planning (including developing statements of work and task orders), participating in the procurement, and serving as Contracting Officer Representative (COR) to direct and monitor the successful and timely achievement of project goals.
Developing and maintaining project plans and schedules, and cost and risk analyses; monitoring and evaluating the work of Treasury and District employees and/or contractor personnel.
Serving as subject matter expert on processes related to the accounting, financial reporting, budget, debt, actuarial valuation, annual reports, and investment requirements of the D.C. Pensions Program. Expertise includes interpretation of statistics, quantitative analysis, projection of cash flows, and performance-based budgeting.
Ensuring that processes in areas of assigned responsibility are covered by effective internal controls and in compliance with the Federal Managers Financial Integrity Act. Identifying risks to the processes and systems supporting payments to the retirees, including those requiring legislative solutions, and recommending mitigation strategies.
Managing the internal controls program for the office. Ensuring compliance with Treasury's guidance to meet OMB Circular A-123 requirements by coordinating across the program the timely completion of deliverables.
Qualifications
You must meet the following requirements by the closing date of this announcement.
For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
Experience in the leadership, direction, and coordination of financial management activities; AND
Experience in accounting, budgeting, financial reporting, receivables and debt reporting, and management of OMB Circular A-123 (or private sector equivalent) internal control review activities; AND
Experience in preparing and/or reviewing financial statements for federal or private sector agencies in accordance with OMB guidelines and standards promulgated by the Federal Accounting Standards Advisory Board (FASAB) or private sector equivalent; AND
Experience leading and/or collaborating with audit support or audit engagements at a Federal entity or Office or corporate equivalent.
SPECIALIZED EXPERIENCE: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
Experience with accounting, budgeting, and assisting with OMB Circular A-123, or private sector equivalent, internal control review activities; AND
Experience assisting with preparing financial statements for federal or private sector agencies in accordance with OMB guidelines and standards promulgated by the Federal Accounting Standards Advisory Board (FASAB), or private sector equivalent; AND
Experience collaborating with audit support or audit engagements at a Federal or private sector entity or Office.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
