This position is located in the Department of Health and Human Services, Office of the Secretary of Health and Human Services, Office of the Assistant Secretary for Financial Resources (ASFR), Office of Grants, located in Washington, District of Columbia.
Duties
The Information Technology Specialist (INFOSEC) performs the following duties:
Provides authoritative technical reviews of and develops recommendations for system security certification, accreditation requirements and processes of the department shared service systems.
Develops long-range plans for IT security systems that anticipate, identify, evaluate, mitigate, and minimize risks associated with IT systems vulnerabilities.
Reviews and evaluates security incident response policies; identifies the need for change based on new security technologies or threats.
Provides overall direction and leadership as a cybersecurity expert consultant and advisor to top agency management officials on integrating IT programs with other programs of equivalent scope and complexity.
Monitors the Cyber Security program and is responsible for implementing Federal Information Security Management Act (FISMA) and Information System Security and Privacy requirements for the production-operating environment.
Develops policies, guidelines, and standards for the planning, development, integration, implementation, and evaluation of IT systems and subsystems that meet overall information needs of multiple major organizational units.

Basic Requirement: To qualify for the position, you must have IT-related experience demonstrating each of the four competencies listed below:

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND
Specialized Experience: To qualify for the GS-15 position, you must have one year of specialized experience that is equivalent to at least the GS-14 level or equivalent, performing duties such as:
Provides overall leadership and direction for ensuring all operational security needs are identified, security requirements are implemented, continuous monitoring, vulnerability management and risk mitigation strategies.
Provides advice and guidance pertinent to cybersecurity/Information Assurance (IA) program policies, guides, and/or standard operating procedures (SOPs).
Prepares and conducts briefings on cybersecurity matters to senior management officials.
Recommends modifications and solutions for reducing IT security risks and develops strategies for responding to future IT security challenges.
Advises department and organization directors in selecting and implementing safeguards that minimize the risk from malicious software and intrusions.
Documenting experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the "percentage of times" the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
