This position is part of the Organization of the Joint Chiefs of Staff. Directs and manages Division's security program, to include oversight and administration of Collateral, Sensitive Compartmented Information (SCI), and Special Access Program (SAP) material for which division personnel have been granted access, compliance with physical, personnel, and information assurance/security regulations, and industrial security aspects as they relate to the Division's security program.
Duties
As a SECURITY STRATEGY ANALYST at the GS-0301-13 some of your typical work assignments may include:
Coordinates Division security objectives, plans and security operations. This includes responsibility for key decision-making and policy-developing responsibilities in planning, emplacing and executing a new, far-reaching security program in a multi-facility, multi-level, multi-portfolio, multi-partner collaborative TS/SCI/SAP modeling and simulation environment spanning US, ally and partner programs, projects and collaboration;
Serves as the Division Government SAP Security Officer (GSSO), unit SAP Personnel Security Official (SPO), unit Special Security Representative (SSR) and Top Secret Control Officer (TSCO). Partners with OSD and Service counterparts to establish and maintain common portfolios and support joint analyses in multiple portfolios in and across Division and external shared facilities
Develops, adapts and coordinates new approaches supporting collaborative multi-partner, international, multi-portfolio collaborative TS/SCI/SAP/CAP modeling, simulation and analyses requiring the application of new theories and developments to security problems not readily susceptible to treatment by accepted security methods, technology, or procedures;
Develops local security guidance and plans, implements and monitors Division's SAP and SCI/Collateral information and personnel programs as well as providing leadership with guidance and feedback related to the effectiveness of the security program;
Develops, directs, implements and monitors the Division's SAP Top Secret Control program to include personnel security; facilities, systems and materiel documentation tracking and access, and custodian duties;
Develops, directs, implements, and monitors the Division SCI Facility (SCIF) and related SCIF management functions

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Appointed to and successfully performing duties of unit Government SAP Security Officer (GSSO), or equivalent experience in TS/SCI/SAP environment.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Substitution of education may not be used in lieu of specialized experience for this grade level.
