This position is located in the Office of Chief Information Officer at the U.S. International Trade Commission (USITC), serving as an IT Project Manager (PM) for multiple low to medium cost, low to medium impact and/or low to medium projects or one or more complexity project where the work primarily involves enhancements.
Duties
Resolves relationship problems or conflicts that impede progress, ensuring that contractor and USITC staff works effectively toward timely completion of projects within scope and budget.
Prepares for the purchase of IT services, equipment, products, supplies, property, or other items required for successful completion of assigned projects.
Serves as a Project Manager (PM) for multiple low to medium cost, low to medium impact and/or low to medium projects or one or more complexity project where the work primarily involves enhancements.
Monitors project resource requirements, requisitions, cost, schedules, and work for accomplishing the project and reports consistently and effectively on all projects' status and costs.
Assists key officials in defining projects goals and coordinates preparation of a master project plan for accomplishing goals.

Qualifications
To qualify for the IT Project Manager position, applicants must have at least one year (52 weeks) of full-time experience equivalent to the next lower grade level in the Federal service (or comparable level of experience from outside the Federal service) to meet the specialized experience requirements.
To qualify for the IT Project Manager, GS-12, applicants must possess one year of specialized experience equivalent to the GS-11 grade level in the Federal Service that includes: 1) Researching, procuring, or contracting IT services, equipment and products required for successful competition of assigned projects; 2) Utilizing regulations, legislation, and policies specifically those requirements related to the Clinger-Cohen Act and FISMA; and 3) Preparing project charters, work break down structure (WBS), project schedules.
To qualify for the IT Project Manager, GS-13, applicants must possess one year of specialized experience equivalent to the GS-12 grade level in the Federal Service that includes: 1) Experience with IT software and hardware platforms including servers and server functions, cloud-based solutions, database development and data structure, database technologies such as Oracle, and XML-based applications; 2) Using performance management and measurement tools necessary for the evaluation of technical program effectiveness and efficiencies; and 3) Directing a team of subject matter experts, technical specialists, and support staff to produce a business plan in conformance with established agency guidance.
Experience refers to paid and unpaid experience, including volunteer work done through national service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
