This position is part of the Defense Threat Reduction Agency. The incumbent will be responsible for supervising the Division's participation and direct engagement in the Directorate's, Agency's and USG's processes for developing strategies to support Executive Branch and DoD goals to combat weapons of mass destruction, specifically in the area of arms control and non-proliferation.

Duties

As a SUPERVISORY EMERGENT ARMS CONTROL AND INTEGRATION SPECIALIST at the GS-0301-14 some of your typical work assignments may include: Supervises the Division - supervises a staff of military, civilian, and contractors who provide key programmatic support and are the subject matter experts (SME) on future arms control opportunities, strategic planning issues, and efforts related to non-proliferation initiatives and opportunities. Manages a complex portfolio of acquisition and contract activities for multiple project teams supporting the emergent arms control program office. Provides key programmatic advice and is a SME to senior management officials within the Agency, DOD, Combatant Commands, and the USG, as well as high-level civilian and military foreign officials; Coordinating and resolving specific issues related to standardized and efficient planning, preparation, and execution of future arms control, counter-proliferation, and non-proliferation activities. Represents the Directorate, Department, and Agency at various interagency and international meetings pertaining to the development and implementation of future CWMD arms control and other non-proliferation initiatives for which the Agency has or may have authority and/or implementation responsibilities. Directly supports functions and develops policies and procedures which enhance coordination and improve Agency integration inside and outside. Coordinates original research and collects information, to include historical data, and performs in-depth analyses on the technical aspects of CWMD non-proliferation. Identifies and defines issues; conceptualizes alternative solutions; recommends courses of action or options available; and prepares a variety of reports, memorandums, staff studies, and talking papers for Agency leadership and appropriate representatives of external organizations including key policy-making officials. Develops and staffs papers and studies to the Interagency as required. Provides technical advice, assistance, and rationale regarding the authorization, planning, prioritization, implementation, and evaluation processes of initiatives, especially those in the future-of-arms-control realm to assist policy-making officials in the development, interpretation, clarification, and support or defense of Agency, DoD, or national positions. Interacts with operational implementers to ensure policy guidance is effectively conveyed, enabling successful implementation and evaluation. Leads internal working groups tasked with coordinating and resolving specific issues related to standardized and efficient planning, preparation, and execution of future DoD arms control and non-proliferation activities. Maintains a close liaison with operational elements on matters of arms control implementation and execution. Assists the Combatant Commanders, Joint Staff, Office of the Secretary of Defense (OSD), and other DoD entities to develop and execute operational programs.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Experience supervising/leading/managing teams of Government Civilians, Military, contract personnel, and attached technical support experts in overseeing technical issues, costs, schedule, and performance of assigned projects, as well as reviewing and rating individual performance, and counseling and encouraging the development of individual skills; Experience managing acquisition and contract activities for multiple project teams to include reviewing Program Manager and Contracting Officer Representative product completion, adequacy, regulatory compliance, and quality; Experience advising senior management officials within the Agency, DOD, Combatant Commands, and the US Government (USG), as well as high-level civilian and military foreign officials (e.g., ambassador, minister, and command level), on operational implementation activities, strategic policy planning issues, and efforts related to development and implementation of future CWMD arms control and other non-proliferation initiatives; Experience representing leadership at various inter-agency and international meetings pertaining to the development and implementation of future CWMD arms control endeavors as well as other non-proliferation and counter-proliferation opportunities; Experience conducting original research and performing in-depth analyses on the technical aspects of CWMD Arms Control, counter-proliferation, and non-proliferation, including Identifying and defining issues; conceptualizing alternative solutions; recommending courses of action or options available; and preparing a variety of reports, memorandums, staff studies, and talking papers for Agency leadership and appropriate representatives of external organizations including key policy-making officials, and; Experience producing and processing procurement documentation for contracts and acquisitions to include (but not limited to) purchase requests, acquisition strategy plans, statements of work (SOWs), independent government cost estimates, justifications, source selection plans, etc. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
